Inquiry Conditions
The procurement funds for construction machinery parts (excavators, loaders) under the Nauru Sports Center Aid Project have been secured, and the procurement of construction machinery parts (excavators, loaders) is now ready for inquiry-based purchasing. An open inquiry is hereby initiated.

Project Overview and Inquiry Content
(1) Project Overview: The project is located in Nauru.
(2) Inquiry Content: A batch of construction machinery parts (excavators, loaders). Details are provided in the Material Quotation Form.
(3) Delivery Location: Designated location at Dongguan Humen Port (provisional; any changes will be notified by the project department with the updated location).
(4) Delivery Requirement: By April 15, 2026.
(5) Brand and Configuration Requirements: Refer to the attached list for details.

Bidder Qualification Requirements
(1) Business Scope: The bidder must be an enterprise registered with the relevant national industrial, commercial, and tax authorities, capable of independently assuming civil liability and possessing the status of an independent legal entity.
(2) Production Capacity: Manufacturers or traders with supply capability and proven performance.
(3) Financial Capacity: This inquiry allows both manufacturers and their authorized agents to participate in the bidding. The bidder must have a certain scale of operations, sound financial status, and good bank credit standing.
(4) Quality Assurance Capability: The bidder shall possess a complete "Three Management System Certification," with preference given to those holding ISO9001 Quality Management System Certification, ISO14001 Environmental Management System Certification, and OHSAS18001 Occupational Health and Safety Management System Certification.
(5) Supply Performance: The bidder must have a good supply performance record and provide supporting evidence. Preference will be given to those with experience in similar overseas aid construction projects.
(6) Contractual Integrity: No litigation or arbitration related to criminal acts or serious violations involving contract fraud within the past three years.
(7) Consortium Bids Not Accepted.
(8) Different entities with the same legal representative or entities that have controlling or management relationships shall not participate in this inquiry simultaneously. Otherwise, all related bids will be rejected.
(9) Other Requirements: Quality must meet or exceed national standards. Preference will be given to suppliers with fast response times for delivery.

Bid Quotation
(1) This inquiry is based on a fixed unit price.
(2) For this quotation, materials must be packed in wooden cases. Packaging costs shall be included in the material unit price.
(3) The Inquiry Unit does not accept any alternative quotations, proposal-based quotations, or conditional quotations from bidders.
(4) The bidder must comprehensively consider factors such as market price fluctuations during the material supply period and shall not request unit price adjustments based on these factors.
(5) If the total price calculated from the unit prices differs from the quoted total price, the price summarized from the comprehensive unit prices shall be considered the final bid price.

Bid Evaluation Method
The evaluated lowest price method (meeting the project's requirements for equipment configuration, delivery schedule, performance, after-sales service, and past performance).
