The Project of the Extension of the Container Terminal at the Port of Conakry, undertaken by China Harbour Engineering Company (CHEC), has now been fully launched. To ensure the smooth implementation of the project, we hereby conduct a public inquiry for the supply of steel casings required for the project and sincerely invite your company to participate in the quotation process.

2.Inquiry Requirements 报价要求
(1)Quantity, Pricing Basis and Price Structure:
The total quantity of steel casings under this inquiry is 1,750.64 metric tons. Detailed specifications, models and quantities are provided in Appendix 1: Steel Casing Inquiry Schedule. This quantity shall serve as the contractual baseline. The final supplied quantity shall be subject to the Buyer’s official purchase orders, while the unit price shall remain unchanged.
Price Basis and Conditions:
The Supplier shall quote a lump-sum unit price and total price on an FOB basis at the designated port of shipment.
Chinese Suppliers:
The port of shipment shall be chosen among Tianjin Port, Shanghai Port, Yantai Port. The quotation shall include all manufacturing costs fully complying with Appendix 6: Technical Specifications for Steel Casings (including ex-works price and technical adjustment costs), as well as all domestic inland transportation from the factory to port, export customs clearance, port handling charges, and all other related domestic logistics expenses.
Third-Country Suppliers:
The port of shipment shall be the main export port of the supplier’s country, which shall be clearly specified in the quotation. The quotation shall include the same scope of manufacturing costs and all inland transportation, export clearance and related expenses from the factory to the designated port of shipment.
Price Fixity:
The quoted price shall be a fixed, lump-sum price, covering all costs, taxes, risks and profits required for full performance of the contract, including but not limited to compliance with all technical specifications, packaging, insurance up to loading on board, documentation provision, and any other contractual obligations.
The Buyer shall not accept any claim for additional costs of any kind.
（1）数量、价格基准与报价构成
本次询价钢护筒总量为 1750.64吨，具体规格型号及数量详见《附件1：钢护筒询价表》。此数量为合同基准，最终供货数量以买方下达的正式订单为准，单价保持不变。
价格构成与条件：供应商必须报出FOB指定装运港的完全包干单价及总价。
中国供应商：装运港必须从**港、**港和**港中选择。报价必须包含覆盖《附件6：钢护筒技术规格书》全部要求的生产制造成本（出厂价、技术调节价），****工厂至**的内陆运输、出口报关、港杂等所有运杂费。
第三国供应商：装运港必须为其所在国的主要出口港（在报价中明确）。报价必须包含同上标准的生产制造成本，****工厂至指定装运港的所有内陆运输、出口费用。
总价固定性：所报价格应为固定包干价，已涵盖履行合同全部义务（包括但不限于满足所有技术规格、包装、保险至装船前、单证提供等）所需的一切成本、税费、风险及利润，采购方不接受任何形式的额外费用主张。
(2)Technical Specifications and Mandatory Documentation
Technical Requirements:
The supplied steel casings shall fully comply with Appendix 6: Technical Specifications for Steel Casings, including all technical standards, parameters, testing and inspection requirements. Any technical deviation shall result in rejection of the quotation.
Commitments and Qualification Documents:
The Supplier shall submit the following documents together with its quotation:
I.A duly signed Supplier Quotation Performance Commitment Letter (Appendix 4);
II.A completed Supplier Questionnaire (Appendix 2);
III.A duly signed Supplier Compliance Declaration (Appendix 3).
All the above documents constitute integral and mandatory parts of the quotation. Failure to submit any one of them shall render the quotation invalid.
（2）技术规范及强制性文件要求
技术标准：
所供钢护筒必须完全满足《附件6：钢护筒技术规格书》中的所有技术标准、参数、测试及验收要求。任何技术偏离将导致报价被拒绝。
承诺与资质文件：
供应商必须在报价时同时提交已签署的：
I.《供应商报价履约承诺书》（附件4）；
II. 已填写的《供应商调查问卷》（附件2）；
III. 已签署的《供应商合规声明》（附件3）。
上述文件为报价不可或缺的组成部分，缺少任何一项即构成无效报价。
(3)General and Deviation Clauses (Non-negotiable)
Delivery Terms:
Delivery shall be on an FOB basis, with risks transferring to the Buyer upon safe loading of the goods on board the vessel at the designated port of shipment.
No Deviation Accepted:
All terms, specifications and requirements set forth in the Section 2. Inquiry Requirements and the related appendices are mandatory. The Buyer shall not accept any conditional or unconditional deviations, additional terms, exceptions or alternative proposals. Any quotation that fails to fully comply with all the above requirements shall be deemed non-responsive, invalid, and shall not proceed to further evaluation.
（3）通用与偏差条款（不可谈判） 交货条件
交货方式为FOB，风险于指定装运港货物安全装船后转移至买方。
条款偏离：本章节（二、报价要求）及关联附件中的所有条款、规格及要求均为强制性要求，供应商必须完全响应。采购方不接受任何条件性或无条件的偏差、附加条款、例外说明或替代方案。任何未完全满足上述所有要求的报价，将被视为无效，且不进入后续评审阶段。
3.Transportation Requirements运输要求
During transportation, packaging shall be carried out in accordance with applicable national standards and industry codes. Protective covering measures shall be adopted to prevent dust and rain exposure.The goods shall be securely fixed on transport vehicles, with necessary cushioning and protective measures (such as wooden supports, rubber pads, etc.) applied to prevent collision, scattering, or deformation during transportation, thereby ensuring transportation safety and preventing environmental pollution.
运输过程中应依据国家标准和行业规范进行包装。采取覆盖措施防尘防雨；在车辆上固定牢靠，并采取必要的缓冲防护（如加垫木架、橡胶垫等），防止运输途中发生碰撞、散落和变形，确保运输安全且不污染环境。
4.Key Contractual Clauses (Subject to Final Confirmation)关键合同条款（待最终确认）
(1)Payment Terms:
The Buyer’s obligation to pay for the materials under this batch shall be subject to the following conditions: after the goods have arrived at the port of destination, the Buyer or an inspection agency designated by the Buyer has inspected the goods and confirmed that their quality, specifications and quantity fully comply with the requirements of this Contract, and that the goods have been delivered to the project site.
Upon fulfillment of the above conditions, the Buyer shall complete payment within thirty (30) working days.
Method of Payment: Telegraphic Transfer (T/T).
付款条件：
买方支付该批材料款的前提条件为：货物运抵目的港后，经买方或其指定的检验机构检验，确认货物的质量、规格和数量完全符合本合同规定，并已运至项目现场。在此条件满足后的 30个工作日内，买方完成支付。
支付方式：电汇。
(2)Exporter of Record:
The export of the steel casings shall be handled in the name of China Harbour Engineering Company Limited.
出口名义：
钢护筒出口需以中国****公司的名义办理出口。
(3)Quality Requirements:
The steel casings shall comply with all applicable laws, regulations, standards and requirements of the relevant government authorities of the country concerned and of the Employer.
质量要求：
****政府以及业主要求的规范和规定。
(4)Inspection and Acceptance:
Acceptance shall be based on theoretical weight calculation. The Buyer reserves the right to conduct weight verification by weighing. Any deviation between the theoretical weight and the actual weighed weight shall comply with the relevant standards, specifications and contractual requirements.
验收要求：
按理论换算计量，买方有权进行过磅复核，理论重量与过磅重量的偏差必须符合合同约定的相应标准、规范以及相关规定。
(5)Transfer of Risk:
Notwithstanding any other provisions of this Contract, the transfer of risk of loss or damage to the goods shall be governed by Incoterms 2020.
All costs arising from any material quality issues shall be borne by the Seller. The Seller shall, at its own expense, take remedial measures within the time limit required by the Buyer.
风险转移：
无论本合同其他条款如何规定，货损风险按《国际贸易术语解释通则2020》约定转移。若因材料质量问题产生所有费用由卖方承担，卖方应在买方要求时限内自费采取补救措施。
(6) Right of Testing:
If the Buyer has reasonable grounds to suspect quality defects in the materials, the Buyer shall have the right to entrust a qualified third-party inspection and testing agency to conduct testing.
The testing costs shall be borne by the responsible party. Where testing confirms a breach of contract, the Supplier shall additionally compensate the Buyer for the testing expenses.
检测权条款：
若买方合理材料怀疑存在质量问题，有权委托具有资质的第三方检测机构进行检测，费用由责任方承担。检测发现违约时，供应商追加赔偿检测费。
