关于中国港湾西非几内亚科纳克里港集装箱码头扩建二期项目钢护筒报价的1号补遗说明

致各投标人：
To All Bidders:
为统一并明确本项目钢护筒采购的报价要求，现对有关事项进行澄清与补充说明。请各投标人在编制报价文件时务必严格遵照执行。
In order to unify and clarify the quotation requirements for the procurement of steel casing pipes under the above-mentioned project, the following clarifications and supplementary instructions are hereby issued. All bidders shall strictly comply with these requirements when preparing their quotations.

一、信息价基准
1. Reference Price (Information Price)
信息价以2026年1月26日相关当地官方网站公布的市场价格为准。
如采用中国钢材市场作为参考，信息价基准为：
热轧板卷 Q235B，厚度 17mm，
2026年1月26日“我的钢铁网（Mysteel）”发布的**市场挂牌价。
报价表中填写的信息价须与上述基准价格保持一致，并请在报价表后附上相应官方网站或权威平台的价格来源截图或公告作为依据。
The information price shall be based on the market price officially published on 26 January 2026 on the relevant local official website.
Where the Chinese steel market is adopted as reference, the benchmark shall be:
Hot Rolled Steel Coil, Grade Q235B, Thickness 17 mm,
Shanghai market listed price published on 26 January 2026 by MySteel (Mysteel).
The information price stated in the quotation sheet must be fully consistent with the above reference price.
A screenshot or official extract from the relevant website or authoritative source shall be attached after the quotation table as supporting evidence.

二、MDR 文件费用
2. MDR (Manufacturer’s Data ) Cost
报价中须包含 MDR 文件费用，即提供符合项目要求的材料及设备资料报告（Manufacturer’s Data , MDR），文件语言为中法双语或英法双语。
The quoted price shall include the full cost of MDR documentation, namely the preparation and submission of Material and Equipment Data s (MDR) in compliance with project requirements, provided in Chinese–French or English–French bilingual versions.

三、支付条件（按订单批次支付）
3. Payment Terms (Per Batch Order Basis)
支付方式按订单批次执行，具体如下：
备料款（20%）
该批次订单生效后，甲方在收到乙方就该部分金额开具的发票后支付。
集港款（50%）
该批次货物全部生产完成，运抵国内指定**并完成集港手续后，甲方支付。
到港交单款（25%）
该批次货物运抵几内亚科纳克里港，且乙方提交：
全套正本清关单据；
检验合格报告；后，甲方支付。
质保金（5%）
该批次货物到港验收合格满 12 个月后支付。

Payments shall be made by batch in accordance with the corresponding purchase order, under the following terms:
Advance Payment for Material Preparation (20%)
Payable after the relevant batch order becomes effective and upon receipt of the corresponding invoice issued by the Seller.
Port Delivery Payment (50%)
Payable after all goods of the relevant batch have been fully manufactured, transported to the designated domestic port, and completed port delivery and storage procedures.
Arrival and Documentation Payment (25%)
Payable after the goods arrive at the Port of Conakry, Guinea, and upon submission by the Seller of:
the full set of original customs clearance documents; and
qualified inspection and acceptance reports.
Retention / Warranty Payment (5%)
Payable after 12 months from successful arrival inspection at the port of destination.
