（2）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (2) This project does not allow subcontracting. (3) This project is specifically aimed at small and medium-sized enterprises.

(i)符合《****政府采购法》第二十二条的规定；
