一、招标条件Tender Conditions

本****城市综合体项目室内精装修工程（一期）设计施工一体化（EPC）项目已由项目审批/核准/备案机关批准，项目资金来自自筹，招标人为JiJunTang International Investment Group Co., Ltd.。本项目已具备招标条件，现进行公开招标。

The Design-Build Integration (EPC) Project for the Interior Fit-Out Works (Phase I) of the Cambodia International Convention Center Urban Complex Project has been approved by the competent authority for project examination, approval and filling.The project is funded by self-financing, and the Tenderer is JiJunTang International Investment Group Co., Ltd. The project has met all the tendering requirements and now open tendering is initiated for the project.

二、项目概况与招标范围Project Overview and Tender Scope

1.项目名称：****城市综合体项目室内精装修工程（一期）设计施工一体化（EPC）

Project Name: Interior Fit-Out Works (Phase I) of the Cambodia International Convention Center Urban Complex Project Design-Build Integration (EPC)

2.项目地点：柬埔寨干达省Areyksat地区。

Project Location：Areyksat Region, Kanda Province, Kingdom of Cambodia

4.项目概况：基地总用地面积约为11.7万平方米。项目建筑功能为商业、办公、酒店、空中别墅、娱乐。总建筑面积约为105万平方米，是由1栋430米主楼、2栋336米副楼、裙房及周边建筑群组成的超高层城市综合体。一期室内精装修建设工程范围为D****中心约54885㎡（含地下室约12326㎡），以及E****中心、游艇俱乐部约9826㎡。

Tender Content: The total land area of the project site is approximately 117,000 square meters. The project’s building functions include commercial area, office, hotel, sky villa and entertainment. With a total building area of 1,050,000 square meters, it is a super high-rise urban complex consisting of one 430-meter main tower, two 336-meter auxiliary towers, a podium building and surrounding building clusters. The scope of the Phase I Interior Fit-Out Works construction works covers approximately 54,885 square meters of the International Convention Center in Building D (including about 12,326 square meters of the basement), as well as approximately 9,826 square meters of the premium catering center and yacht club in Building E.

5.招标范围包含但不限于：设计任务书内提到的设计工作（包括本专项工程的方案设计、初步设计、施工图设计、计算、文件准备等）、施工管理、施工准备、施工、生产、采购、运输、安装、调试、测试、验收、竣工备案及质量保证工作、保修及售后服务等。

The scope of tendering includes but is not limited to: the design work specified in the design brief (including schematic design, preliminary design, construction drawing design, calculation, document preparation and other work for this special project), as well as construction management, construction preparation, construction, production, procurement, transportation, installation, commissioning, testing, acceptance, completion filing, quality assurance work, warranty and after-sales service, etc.

三、投标人资格要求 Bidder Qualification Requirements

1.具有独立的法人资格，具有独立承担民事责任和履行合同的能力；

Possess independent legal person qualification, and the ability to independently bear civil liabilities and perform contracts.

2.设计资质要求：具备中华人民**国建筑行业（建筑工程）甲级或工程设计建筑装饰工程专项甲级；

Design qualification requirements: Possess the Grade A qualification in the construction industry (construction engineering) of the People's Republic of China or the Grade A qualification in the special category of architectural decoration engineering for engineering design.

3.施工资质要求：具备中华人民**国建筑装饰装修工程专业承包一级，建筑机电安装工程专业承包二级资质及以上，并具备有效的安全生产许可证；

Construction qualification requirements: Hold Grade 1 qualification for professional contracting of architectural decoration and renovation engineering, Grade 2 or higher qualification for professional contracting of architectural electromechanical installation engineering of the People's Republic of China, and a valid Work Safety License.

4.项目经理：须为施工单位在职员工，且具有中华人民**国建筑工程专业一级建造师证书；

Project manager: Must be an on-the-job employee of the construction unit, and hold a Grade 1 Constructor Certificate in the construction engineering major of the People's Republic of China.

5.类似业绩要求（施工业绩）：投标人近15年（自2011年1月1日以来，以竣工验收时间为准）至少具备1个单体建筑面积不少于35000平方米，****中心****中心或多功能集会等类似功能的公共建筑工程室内精装修业绩（提供有效的合同复印件并加盖公章及竣工验收证明材料并加盖公章）；

Requirements for Similar Performance (Construction Performance): The Bidder shall have at least one interior fine decoration performance of public construction projects within the recent fifteen years (since January 1, 2011, subject to the date of completion acceptance). Such projects shall have a single building area of no less than 35,000 square meters and feature functions similar to large conference centers, exhibition centers or multi-purpose assembly venues. The Bidder shall provide valid copies of contracts affixed with its official seal and completion acceptance documents affixed with its official seal.

6.财务要求：提供2022年至2024年审计报告；

Financial requirements: Submit the audit reports for the years 2022 to 2024.

7.信誉要求：（1）投标文件中没有失实或者弄虚作假；（2）投标人未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；（3）投标人没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的。（4****人民法院、住建部、信用中国、政府采购平台、军队采购平台等列入失信名单或禁止、限制投标或采购名单；

Reputation requirements:(1) No false or fraudulent information in the bidding documents;(2) The bidder is not under order of business suspension, cancellation of bidding qualification, or in the state of property being taken over, frozen or bankrupt; (3) The bidder has not been suspended from bidding qualification by the relevant departments and is within the suspension period due to issues such as obtaining the bid by fraud, serious breach of contract, and occurrence of major engineering quality or work safety accidents; (4) The bidder is not included in the dishonest list or the list of prohibited/restricted bidders/purchasers by the Supreme People's Court, the Ministry of Housing and Urban-Rural Development, Credit China, the Government Procurement Platform, the Military Procurement Platform and other authorities.

8.是否接受联合体投标：接受。（1）联合体成员单位均具备独立企业法人资格，联合体成员最多不超过3家；（2）联合体的资质应符合招标公告中投标人资格要求；（3）联合体须提供联合体协议书，明确联合体牵头人和各方权利义务，联合体牵头人须为施工单位，联合体牵头人代表联合体投标、签约及履行合同及协议中应承担的义务和法律责任。联合体中标后，联合体各方共同与招标人签订合同。联合体各方向招标人承担连带责任。（4）联合体的各方不得再以自己名义单独投标本项目也不得组成新的联合体或参与其他联合体在本项目中投标，如有违反，其投标和与此有关的联合体的投标将均被否决。联合体资质按照联合体协议约定的分工认定。

Acceptance of consortium bidding: Accepted. (1) All member units of the consortium shall possess independent enterprise legal person qualification, and the number of consortium members shall not exceed 3 at most; (2) The qualification of the consortium shall comply with the bidder qualification requirements specified in the Tender Notice; (3) The consortium shall provide a Consortium Agreement specifying the leading unit of the consortium and the rights and obligations of all parties. The leading unit of the consortium must be a construction unit, which shall represent the consortium for bidding, signing contracts, and performing the obligations and legal liabilities stipulated in the contracts and agreements. After the consortium wins the bid, all parties of the consortium shall sign the contract with the Tenderer jointly. All parties of the consortium shall bear joint and several liabilities to the Tenderer; (4) No party of the consortium may bid for this project independently in its own name, nor form a new consortium or participate in the bidding of this project by other consortia. In case of any violation, the bid of the party and the bid of the relevant consortium shall all be rejected. The qualification of the consortium shall be determined in accordance with the division of work agreed in the Consortium Agreement.

四、招标文件的获取 Obtainment of Tendering Documents

1.凡报名参加的投标人，请于2026年1月29日8时30分至2026年2月8日17时30分（**时间，下同），将盖好公章的报名资料扫描件发送至****@163.com邮箱，时间以邮箱显示的收到时间为准。招标文件售价：人民币1000元/套，售后不退。

All bidders who intend to register shall send the scanned copies of the sealed registration documents to the email address ****@163.com from 8:30 on January 29, 2026 to 17:30 on February 8, 2026 (Beijing Time, the same below). The time of receipt displayed on the email shall prevail. Price of the tender documents: RMB 1,000 per set, non-refundable after sale.

The following documents shall be provided for registration: (1) Scanned copy of the original business license of the bidder (for a consortium, the scanned copy of the original business license of the consortium leader shall be provided); (2) Scanned copy of the sealed consortium agreement signed by all consortium members (for a consortium); (3) Scanned copy of the original power of attorney of the legal representative of the bidder (for a consortium, the scanned copies of the ID card of the legal representative and the authorized representative of the consortium leader shall be provided); (4) Contact phone number and email address of the bidder’s authorized representative, with the official seal affixed.
