Jiangsu Complete Equipment Co., Ltd. (Bidding Agency) has been authorized by JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD. (Tenderer) to conduct an open competitive bidding process for the Selection Project for Drawing Review Services of Cambodia International Convention Center Urban Complex Project (Project Name). The relevant details are hereby announced as follows:

二、项目概况与招标范围Project Overview and Tender Scope

Project Name: Selection Project for Drawing Review Services of Cambodia International Convention Center Urban Complex Project

Poject Lcation：Areyksat Region, Kanda Province, Kingdom of Cambodia

3、资金来源：自筹

Source of Funds: Self-Financed

（1）招标范围：****城市综合体项目工程施工图审查，审查范围包括但不限于该项目设计合同和EPC总承包范围内所有施工图审查（包括土建、机电、各建筑物理与功能系统、装修、幕墙等一切本项目工程范围内相关专项的施工图设计及补充设计、变更设计、通用图设计、总体技术文件等），含施工建设同步实施、地质详勘审查、市政设计施工图设计审查；包括按照中国国家和项目所在国国家及地方法规、强制性标准、规范、规程对施工图设计文件认真审查，并提出审查意见，向设计单位发出施工图审查意见通知单；对设计单位根据各专业审查意见修改、补充后的施工图文件进行复审，确认施工图设计文件符合法律、法规核强制性标准等要求后，向招标人提交《技术性审查终审意见书》、《施工图审查报告》，并在施工图蓝图逐页加盖施工图审查合格专用章，并在规定时间内完成工程建设程序所需要的备案工作。

Scope of Tender：The scope involves the construction drawing review for the Cambodia International Convention Center Urban Complex Project. The review covers, but is not limited to, all construction drawings within the project's design contract and EPC general contract scope. This includes drawings for civil works, mechanical electrical systems, all building physics and functional systems, interior decoration, curtain walls, and all other specialized disciplines related to the project. It also encompasses supplementary designs, change orders, standard detail drawings, and overall technical documentation.

The service includes review for concurrently constructed elements, detailed geological survey review, and municipal utility design drawing review. The review must be conducted in strict compliance with Chinese national standards as well as the laws, regulations, mandatory codes, standards, and specifications of both the project's host country and local authorities.

The responsibilities include: meticulously examining the construction drawing design documents and providing review comments; issuing formal notices of review comments to the design unit; conducting a re-review of drawings revised or supplemented by the design unit based on the professional comments; and upon confirming that the construction drawing design documents comply with relevant laws, regulations, and mandatory standards, submitting the Final Technical Review Opinion and the Construction Drawing Review to the Tender

Furthermore, the service requires stamping each page of the final blueprint construction drawings with a specialized "Review Approved" seal, and completing all necessary filing procedures required for the project construction process within stipulated timeframes.

（2）服务期限：自甲方发出委托之日起，至咨询单位向甲方提交正式的评审报告，并满足验收条件为止。（甲方有权对工期进行调整，咨询服务单位应无条件服从，并不得因工期调整提出工程费用的变更。）

Service Period：The service period commences from the date the Client issues the formal letter of entrustment and continues until the Consultant submits the official review to the Client and fulfills all conditions for acceptance. The Client reserves the right to adjust the project timeline, and the Consultant shall unconditionally comply with such adjustments. The Consultant shall not claim any variation in service fees due to adjustments in the project timeline.

三、投标人资格要求Bidder Qualification Requirements

1、投标人须在中华人民**国境内注册，具有独立法人资格。

The bidder must be registered within the territory of the People's Republic of China and possess independent legal person status.

2、投标人财务要求：具有2022-2024****事务所审计的财务审计报告（至少包括资产负债表、利润表、现金流量表、附注）

Financial Requirements: The bidder must provide financial audit reports for the years 2022 -2024, audited by a qualified accounting firm. These reports shall include, at a minimum, the Balance Sheet, Income Statement, Cash Flow Statement, and accompanying Notes.

3、投标人资质要求：投标人须具有建设行政主管部门核发的施工图审查资格，同时具有房屋建筑工程施工图设计文件一类审查机构认定书（需包含超限高层、消防）资质。

Qualification Requirements: The bidder must possess a valid Construction Drawing Review Qualification Certificate issued by the competent construction administrative authority. Additionally, the bidder must hold a Category I Review Institution Accreditation Certificate for Building Construction Engineering Construction Drawing Design Documents, which must explicitly include the qualifications for reviewing super high-rise structures and fire protection systems.

4、投标人业绩要求： 2010年1月1日以来（以合同签订时间为准）须具有超高****会议中心及有同类型使用功能公共建筑的类似业绩，超高层类似业绩为建筑结构高度250米以上房屋建筑工程施工图审查业绩，****中心及同类型使用功能公共建筑的类似业绩为:单体建筑面积不少于40000****中心或具备综合会展、多功能集会等同类型使用功能的公共建筑工程施工图审查业绩。

Past Project Experience Requirements: Since January 1, 2010 (based on contract signing date), the bidder must have relevant experience in reviewing:

Super High-Rise Projects: Construction drawing review for building construction with a structural height exceeding 250 meters.

Large Convention Centers / Similar Public Buildings: Construction drawing review for a large convention center or a public building with similar comprehensive functions (e.g., exhibition halls, multi-purpose assembly spaces), with a single-building floor area of no less than 40,000 square meters.

5、项目负责人要求：须具有高级工程师及以上职称；承担过房屋建筑工程总体设计项目或设计咨询项目或施工图强审项目负责人职务。

Project Principal Requirements: The designated Project Principal must hold a professional title of Senior Engineer or higher. The individual must have previously served as the project principal for an overall building design project, a design consulting project, or a mandatory construction drawing review project.

6、本项目不接受联合体投标；Consortium bids are NOT accepted for this project.

7、信誉要求：Reputation Requirements:

1）响应文件中没有失实或者弄虚作假；

The contents in the response documents are not false or fraudulent.

2）供应商未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；

The supplier is not under an order to suspend business, has not had their bidding qualifications revoked, nor is their property under administration, frozen, or in a state of bankruptcy.

3）供应商没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的。

The supplier has not been suspended from bidding by relevant authorities due to fraud to win the bid, serious breach of contract, or significant issues related to engineering quality and safety accidents, and is not within the suspension period.

4****人民法院、住建部、信用中国、政府采购平台、军队采购平台等列入失信名单或禁止、限制投标或采购名单。

The supplier has not been included in the dishonesty list or prohibited/restricted bidding/procurement list by authorities such as the Supreme People's Court, the Ministry of Housing and Urban-Rural Development, Credit China, Government Procurement Platforms, or Military Procurement Platforms.

1、时间： 凡报名参加的投标人，请于2026年1月29日8时30分至2026年2月9日17时30分 (**时间，下同)，将盖好公章的报名资料扫描后发送至****@jcec.cn邮箱，时间以邮箱显示的收到时间为准。招标文件人民币1000元/套，售后不退。

All bidders who register to participate, please scan your stamped registration materials and send them to the email ****@jcec.cn from 8:30 AM on January 29, 2026, to 17:30 on February 9 2026 (Beijing time, the same below). The time will be determined by the email's received time display. The bidding documents cost 1000 RMB per set, and no refunds will be given after purchase.
