5.1 Bidders shall possess the relevant qualifications and similar project experience, and have the capability to supply goods/services corresponding to this procurement project.

5.2 The bidder must be a legally registered enterprise with independent legal person status within the territory of China, and have the capacity to independently bear civil liabilities.

5.3 The bidder shall have a sound business and financial position, and shall provide the complete balance sheet and profit loss statement for the previous full fiscal year. The bidder must have good bank credit and commercial reputation, and must not be under suspension of business, bankruptcy, asset restructuring, takeover, or freezing.

5.4 Within the past three (3) years, the bidder must have no record of fraudulent bidding, serious contract breach, or other major illegal activities.

5.5 The bidder shall have a good record of lawful tax payment and social security contributions.

5.6 The bidder shall possess the necessary equipment and professional technical capability required for contract performance.

5.7 Within the three (3) years prior to participation in this procurement activity, the bidder must not have been listed as a dishonest party subject to enforcement. If joint bidding were allowed, all consortium members must meet this requirement.

5.8 Joint bidding is NOT accepted for this procurement.

Interested bidders may download the electronic procurement documents from the Inspur E-Procurement Platform (https://scs.****.com) between
17:00 on January 29, 2026 and 15:00 on February 4, 2026 (Beijing Time).

7.1 The deadline for submission of quotation documents (the bid closing time) is
15:00 on February 4, 2026.
Bidders shall submit electronic quotation documents via the Inspur E-Procurement Platform (https://scs.****.com) before the deadline.

7.2 Late submissions will be rejected by the electronic procurement platform.

7.3 The quotation opening time is 15:00 on February 4, 2026.
Bidders shall participate in the quotation opening and complete online check-in on time. Failure to check in shall be deemed as acceptance of the quotation opening records, and any objections raised afterward will be invalid.
