(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****政府采购政策需满足的资格要求：（1）落实预留份额措施，****政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2****监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：（1）持有效的营业执照；
（2）具有建筑工程施工总承包资质叁级及其以上资质，安全生产许可证（有效期内）；
（3）拟派项目经理具备建筑工程专业注册建造师二级及其以上资格；
（4）提供依法缴纳税收和社会保障资金、近三年没有重大违法记录的书面声明；

(c)Specific qualification requirements for this program: (1) Hold a valid business license; (2) Have a construction engineering general contracting qualification of level three or above, and a safety production license (within the validity period); (3) The proposed project manager must have a construction engineering professional registered constructor level two or above qualification; (4) Provide a written statement that taxes and social security funds are paid in accordance with the law, and that there are no major illegal records in the past three years;

(i)符合《****政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
