Tender Notice for the Procurement of Epoxy-Coated Steel Bars for the Aid-Funded Nauru Meneng Stadium Project

1. Project Name:
CHEC Nauru Meneng Stadium Project in the South Pacific

2. Project Overview:
The construction site is located on a hill in the Meneng District of Nauru. The site dimensions are approximately 290 meters in length (east-west) by 256 meters in width (north-south), covering a total area of 59,200㎡ (including 3,200㎡ for road access). The main construction scope includes: a basketball hall, athletes' lobby, VIP lobby, multi-purpose training hall, gymnasium, weightlifting training hall, boxing training hall, athletes' changing rooms, referees' changing rooms, management offices, VIP boxes, public restrooms, fire and security control room, medical room, massage room, and storage facilities.

3. Tender Content
China Harbour Engineering Company Limited (abbreviated as CHEC, hereinafter referred to as the "Tenderee") hereby invites tenders through a public procurement process for a batch of Epoxy-Coated Steel and Processed Steel Products. Detailed specifications and quantities are provided in Part 2 of this document – Tender Materials List.

4. Bidder Qualification Requirements
4.1 Bidders must possess independent legal entity status and have a fixed business address.
4.2 Bidders must be professional manufacturers capable of fulfilling the requirements of this tender and supplying the tendered goods and related services.
4.3 Joint venture bids are not accepted for this tender.
4.4 Production Capacity Requirement: Must be able to meet the supply requirements of this project.
4.5 Financial Capability Requirement: The bidder's finances must not have been taken over, frozen, or be in bankruptcy. Certified accounting audit reports for the past three years must be submitted.
4.6 Quality Assurance Requirement: Must comply with ISO quality certification systems.
4.7 Supply Performance Requirement: If claiming performance, the bidder must provide evidence of at least one (1) supply cooperation project for CCCC or similar major engineering projects within the last three years (2022 to 2024).
4.8 Credit Performance Requirement: Relevant credit证明材料 must be provided, with no adverse records.
4.9 Bidders with legal representatives that are the same person, or those that have holding/subsidiary relationships or management ties with another bidder, shall not participate in the same tender package simultaneously; otherwise, the relevant bids will be rejected.
4.10 In previous similar procurements by CHEC or related enterprises, the products supplied by the bidder must not have experienced serious quality or service issues.
4.11 Bidders shall not have any of the following situations; otherwise, the bid will be deemed invalid:
(1) Being an affiliated institution (unit) of the Tenderee without independent legal personality, or having a conflict of interest with the Tenderee that could affect the fairness of the tender;
(2) Being ordered to suspend operations, having their license temporarily or permanently revoked;
(3) Having their bidding qualification suspended or cancelled;
(4) Their property being taken over, frozen, or entering liquidation, or the enterprise being in a state of production suspension, business suspension, or bankruptcy, or otherwise losing the ability to perform the contract;
(5) Having been found to have engaged in fraudulent bidding, serious breach of contract, or major quality problems within the last three years;
(6) Being involved in ongoing litigation that, in the opinion of the bid evaluation committee, could have a significant impact on the execution of this project;
(7) Being listed in the Business Exception List or as a Seriously Untrustworthy Enterprise by the State Administration for Market Regulation on the National Enterprise Credit Information Publicity System website (www.****.cn). A screenshot of the query results must be provided in the bid document, sealed with the bidder's company seal;
(8) Being listed as a Dishonest Debtor or on the Dishonesty Blacklist by the National Public Credit Information Center on the "Credit China" website (www.****.cn). A screenshot of the query results must be provided in the bid document, sealed with the bidder's company seal;
(9) The bidder, its legal representative, or the proposed project leader having been involved in bribery crimes within the last three years (based on the verification results issued by the crime prevention department of the procuratorate);
(10) Other circumstances stipulated by laws, regulations, or the Bidder's Preconditions;
(11) In previous similar procurements by CHEC or related enterprises, the supply of similar or identical products has experienced serious quality or service issues;
(12) Failure to prepare the bid document according to the bid document preparation requirements, or failure to affix seals and signatures where required.

5. Import Restrictions
The materials supplied by the Bidder and their after-sales services must originate from eligible source countries that are not subject to import restrictions imposed by Nauru. Payments under this contract will also be limited to these materials and services.

6. Tender Costs
The Bidder shall bear all costs associated with the preparation and submission of its bid. The Tenderee shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process. (Note: No fee is charged for this tender document.)

7. Submission of Tender Documents

3、招标内容

4、投标人资质要求

4.1投标人必须具有独立法人资格，有固定的营业地址。

4.2投标人必须是有能力履行招标内容要求和提供招标货物及服务的专业制造商。

4.3本次招标不接受联合体投标。

4.4生产能力要求：满足本项目供货要求。

4.5财务能力要求：财务没有被接管、冻结、破产状态，出具近三年会计审计报表。

4.6质量保证能力要求：符合ISO质量认证体系。

4.7供货业绩要求：投标人若出具近3年2022年至2024年内至少有1个中交或同类重大工程项目的供货**业绩。

4.8履约信用要求：有相关信用证明材料，无不良记录。

4.9投标人单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加投标，否则，相关投标均被否决。

4.10既往中国港湾或相关企业的类似采购，投标人供应的产品未出现过严重质量或服务问题。

4.11投标人不得存在下列情形之一，将被视为无效投标：

（1）为招标人不具有独立法人资格的附属机构（单位）, 或与招标人存在利害关系且可能影响招标公正性；

（2）被责令停业、暂扣或者吊销许可证、暂扣或者吊销执照；

（3）被暂停或取消投标资格的；

（4）财产被接管、冻结、进入清算程序，或企业处于停产、停业、歇业或破产状态，或其他丧失履约能力的情形；

（5）在最近三年内有骗取中标或严重违约或重大质量问题的；

（6****委员会认定会对承担本项目造成重大影响的正在诉讼的案件；

5、进口限制

投标人所提供的物资及其售后服务，其来源为不受瑙鲁进口限制的合格来源国，本合同的支付也仅限于这些物资和服务。

6、投标费用

投标人应承担所有与编写和提交标书有关的费用，无论投标结果如何，招标人在任何情况下均无义务和责任承担这些费用。（本次标书不收费）
