(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas to increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support policies for SMEs: This project is not specifically procured for SMEs. During the evaluation, a 10% deduction will be applied to the responsive bids of small, medium, and micro enterprises, and the price after deduction will be taken as the final responsive bid (this final responsive bid is only used for price scoring). (2) Support welfare units for people with disabilities and treat them as equivalent to small, medium, and micro enterprises.

(c)Specific qualification requirements for this program: 1) Possess independent legal person status and a business scope compatible with this project.
2) Have qualifications in at least one of the following specialties: engineering consulting, engineering supervision, or engineering design, or meet the credit evaluation standards for engineering consulting units.
3) The maximum project price is 1,468,135 yuan; bid submissions exceeding the maximum price will be considered invalid.
4) Not listed on the "Credit China" website (www.****.cn) as a dishonest executor, or on the list of parties involved in major tax violations, nor recorded on the "China Government Procurement" website (www.****.cn) for serious illegal or dishonest conduct in government procurement.
