5.1 Bidders shall possess the relevant qualifications and similar project experience, and have the capability to provide services corresponding to this procurement project.

5.2 The bidder shall be an enterprise legally registered within the territory of China with independent legal person status and the ability to independently bear civil liabilities.

5.3 The bidder shall have sound financial and operational conditions. The bidder must provide a complete balance sheet and profit and loss statement for the previous fiscal year, possess good banking credit and business reputation, and must not be under orders to suspend operations or in bankruptcy. Its assets must not be under restructuring, takeover, or freezing.

5.4 The bidder must have no record of fraudulent bidding, serious contract breaches, or other major illegal activities within the past three years.

5.5 The bidder must have a good record of paying taxes and social security funds in accordance with the law.

5.6 The bidder must possess the necessary equipment and professional technical capabilities required for contract performance.

5.7 Within the three years prior to participating in this procurement activity, the bidder must not have been listed as a dishonest person subject to enforcement. Where consortium bidding is allowed, all members of the consortium must also not be listed as dishonest persons subject to enforcement.

5.8 Consortium bidding is not accepted for this procurement.

7.2 Quotation documents submitted after the deadline will be rejected by the electronic procurement platform.

7.3 The quotation opening time for this project is 2026-03-13 16:00:00. Bidders shall participate in the quotation session on time and complete the online sign-in. Those who fail to sign in will be deemed to have acknowledged the quotation opening record, and any subsequent objections will be invalid.
