我项目部拟采用竞争性谈判方式对拉爆平爆（Anchor，包件号：C7635-30-1）。

具体物资名称、规格型号、数量、包件划分、专项资质条件等情况详见附件1——《**三线供电改造项目物资采购包件一览表》。

EEB-GTECH Joint Venture intends to use the “Competitive negotiation procurement” method to purchase Cable Cleats（package number：C7635-30-1）.

For specific material names, specifications, models, quantities, package divisions, and special qualification conditions, please see Appendix 1 "List of Materials Bidding Packages for Hong Kong's Third-Line Power Supply Improvement Project".

3.1 在境内外依法注册、具有法人资格的制造商或代理商。

Manufacturers or agents that are legally registered and have legal person status both domestically and internationally.

3.2 ****公司须具有进出口经营资质。

Non-local Hong Kong companies must possess import and export operating qualifications.

3.3 制造商需满足：

Manufacturers must meet the following requirements:

（1）投标物资须具有与**类似的条件下，类似设备和材料有五年及以上的供货业绩。

The bidding materials must have a supply record of similar equipment and materials for five years or more under conditions similar to those in Hong Kong.

3.4 代理商须满足：

Agents must meet the following requirements:

（1）持有所代理制造商的授权函；

Hold an authorization letter from the manufacturer they represent;

（2）所代理的制造商须满足上述第3条的要求；

The manufacturer they represent must meet the requirements outlined in Section 3.

3.5不接受联合体投标。

Joint bids are not accepted.

4.1本次谈判文件仅采用电子版方式发送。

This bidding document is sent only in soft copy.

4.2发送方式：潜在供应商请于2026年3月11日上午10:00到2026年3月14日下午17:00将填写完整的《谈判确认函》（见附件2）加盖公章后和《谈判确认函》可编辑的电子版发送至****@creceeb.com 邮箱（邮件标题请注明采购编号和供应商名称）。

采购单位收到信息经核实后, 向供应商《谈判确认函》内填写的电子邮箱发送电子版谈判文件。

4.2 Sending Method: Potential suppliers please send the completed "Confirmation of Participation" (according to Appendix 2) with the official seal and the editable soft copy of the "Confirmation of Participation" to ****@creceeb.com between 10:00 AM on March 11, 2026 and 17:00 PM on March 14, 2026 (please specify the purchase number and supplier name in the email title).

After receiving the information and verifying it, the purchasing unit will send the electronic version of the bidding document to the mailbox filled in the supplier's "Confirmation of Participation".

5.1 谈判响应文件递交的时间为：判响应文件的截止时间（谈判截止时间，下同）为 2026年03月19日上午10:00。标书代写

5.2 谈判响应文件递交方式：将电子版谈判响应文件（盖章扫描版PDF格式和可编辑的word格式）在指定时间段，发送至采购人指定的邮箱（****@creceeb.com ）中。标书代写

5.3 逾期送达的或者未送达的谈判响应文件，采购人不予受理。

5.1 Time for submission of Tender Documents: From Deadline for submission of Tender Documents: 10:00 am on March 19, 2026

5.2 Ways to submit Tender Documents:

Send the electronic version of the negotiation response file (Seal in scanned PDF format and editable format) to the E-mail address (****@creceeb.com) before the deadline.

5.3 The Tender Documents that are overdue or not delivered will not be accepted by the purchaser.
