1.采购条件

项目建设单位为****（以下简称“项目单位”），项目资金来自企业自有资金，出资比例为100%，资金来源已落实，采购****研究院有限公司(****)，并委托****为采购代理机构。项目已具备采购条件，现对该项目进行公开竞争性谈判采购。

本项目积极响应《中共中央国务院关于开展质量提升行动的指导意见》，倡导潜在应答人用先进标准引领产品质量提升，有效治理质量突出问题，推动形成优质优价的采购机制。

2.项目概况与采购范围

3.应答人资格要求

3.1 应答人须满足如下通用资格要求：

（1）本次采购要求的应答人如为中华人民**国境内依法注册的法人或其他组织，须具备承担所应答项目的资格条件；应答人如为国外供应商应递交提供营业执照或所在地登记证明材料（复印件盖章），应答人无印章的，提交由单位负责人签字的所在地登记证明材料。应答人须具有与本采购项目相应的供货能力。

（2）法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标包应答或者未划分标包的同一采购项目应答。

（3）取得国家法律、法规、规章规定的有效许可证。取得采购文件要求的国家强制认证证书。

（4）应有良好的财务状况和商业信用。

（5）根据《****公司供应商关系管理办法》的规定，应答人存在导致其被暂停成交资格或取消成交资格的不良行为且在处理有效期内的，应答人在首次应答截止之日至成交通知书到达之日前，任一日在《****公司关于供应商不良行为处理情况的通报》处理期内的均适用不良行为处理结果。或应答人存在触发《****公司供应商关系管理办法》第六十三条安全及质量重大问题“熔断机制”情形的，其应答将被否决。即使应答人在应答截止日尚不存在上述情况，但在成交通知书到达之日前，出现上述情况的，采购人亦有权取消其成交资格。

（6****法院、国家发展改革委、国家铁路局等九部门联合印发的《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》（法〔2016〕285号），****法院列为失信被执行人。应答人不得存在违法失信行为，不得被“信用中国”网站（www.****.cn）列入严重失信主体名单。即使应答人在开标当日未出现被列入失信被执行人或严重失信主体名单的情形，但在成交通知书到达之日前，存在上述情形的，采购人有权取消其成交资格。标书代写

（7）应答人不****机关在国家企业信用信息公示系统中列入严重违法失信企业名单或列入经营异常名录信息。应答人需同时在商务文件中提供在国家企业信用信息公示系统（www.****.cn）查询的，包含“营业执照信息”、“列入严重违法失信企业名单（黑名单）”、“列入经营异常名录信息”、“行政处罚信息”、“清算信息”的查询结果，如应答人未提供企业信用信息公示报告，或提供的报告不符合采购文件规定的格式与内容，****委员会认定有异议的，应答人的“列入经营异常名录信息”和“列入严重违法失信企业名单（黑名单）信息”****委员会在国家企业信用信息公示系统（www.****.cn）查询的结果为准。应答人未提供或提供的企业信用信息公示报告不符合采购文件规定的格式与内容的，评审委员会将会对应答人进行不利评价。应答人提供虚假企业信用信息公示报告的，按照虚假应答进行否决，并根据《****公司供应商关系管理办法》进行相应处理。即使应答人在开标当日未出****机关列入经营异常名录或严重违法失信企业名单的情形，但在成交通知书到达之日前，存在上述情形的，采购人有权取消其成交资格。标书代写

（8）应答人不得被****研究院有限公司黑名单，黑名单见中国电科院外网http://www.****.cn主页/招标采购/招标（非招标）公告中的相关公告。若应答人在取得成交资格后被****研究院有限公司黑名单中，采购人有权取消其成交资格或单方终止合同。

3.2 应答人须满足如下专用资格要求：

详见采购公告附件。

3.3 除专用资格要求中明确接受联合体应答的项目外，不接受联合体应答。

3.4 如接受联合体应答的，应答人还应遵守以下规定：

（1）联合体各方均应满足3.1款和3.2款的规定。

（2）联合体各方应按照采购文件提供的格式签订联合体协议书，明确联合体牵头人和各方的权利义务。

（3）联合体牵头人代表联合体各方负责获取本项目的采购文件及应答工作。

（4）由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级；不同专业分工由不同单位分别承担的，按照各自的专业资质确定联合体的资质。

（5）联合体各方不得再以自己名义单独或参加其他联合体在同一标包中应答。

3.5除专用资格要求中明确接受代理商应答的项目外，不接受代理商应答。

3.6本次采购不接受应答人委托中介机构或者中间人编制应答文件或代行办理应答事宜。

3.7各应答人均可就本次采购的部分或全部标包应答。

4.采购文件的获取

4.1采购文件（电子文件）免费获取。

4.2 本项目报名采取电子邮件方式报名。凡有意参加应答者，请按照下面流程获取采购文件：

（1）请于2026年3月11日15时00分 至3月18日24时00分（**时间，下同）领取谈判采购文件。

（2）应答人需提供营业执照或所在地登记证明材料（复印件盖章），应答人无印章的，提交由单位负责人签字的所在地登记证明材料，

1. Procurement Condition

The project construction entity is Global Energy Interconnection Research Institute Co.****. (hereinafter referred to as the "project entity"). The project funds come from the company's own capital, with a contribution ratio of 100%, and the funding source has been secured. The procuring entity is Global Energy Interconnection Research Institute Co.****.(GEIRI), which has entrusted Tianheng Bidding Co., Ltd. as the procurement agency. The project is now ready for procurement, and a public competitive negotiation procurement process is being conducted.

This project actively responds to the Guiding Opinions of the Central Committee of the Communist Party of China and The State Council on Carrying out quality Improvement Actions, advocates potential respondents to lead the improvement of service quality with advanced standards, effectively address outstanding quality problems, and promote the formation of a high-quality and affordable procurement mechanism.

2. General introduction and Procurement scope

See appendix of the Procurement Notice.

3. Qualification Requirements for the Bidder

3.1 The Bidder shall meet the following general requirement:

(1) For this procurement, if the Respondent is a legal person or other organization duly registered within the territory of the People's Republic of China, it shall possess the qualifications and conditions required to undertake the responded project.

If the Respondent is a foreign supplier, it shall submit a copy of its business license or registration certificate issued by the local authority (affixed with official seal). Where the Respondent has no official seal, the local registration certificate signed by the person-in-charge of the entity shall be submitted.

The Respondent must have the supply capacity corresponding to this procurement project.

(2) Where the legal representatives or person-in-charges of different entities are the same person, or the entities have a holding or management relationship with each other, such entities shall not participate in the response for the same bid package or the same procurement project without divided bid packages.

(3) The Respondent shall hold valid permits as stipulated by national laws, regulations and rules, and obtain the national mandatory certification certificates as required by the procurement documents.

(4) The Respondent shall have sound financial status and good commercial reputation.

(5) In accordance with the provisions of Measures for the Administration of Supplier Relationships of State Grid Corporation of China, if a Respondent has any bad conduct that results in the suspension or cancellation of its qualification for award and such conduct is still within the handling validity period; or if the Respondent is under the handling period specified in the Circular on the Handling of Suppliers' Bad Conduct by State Grid Corporation of China on any day from the deadline for the first response to the date of receipt of the award notice, the results of the handling of bad conduct shall apply to the Respondent. If a Respondent triggers the "circuit breaker mechanism" for major safety and quality issues as specified in Article 63 of the Measures for the Administration of Supplier Relationships of State Grid Corporation of China, its response shall be rejected. Even if the Respondent is not involved in the aforesaid circumstances by the response deadline, the procuring entity has the right to cancel its qualification for award if such circumstances arise before the date of receipt of the award notice.

(6) In accordance with the Notice on Implementing Joint Punishment for Persons Subject to Enforcement for Dishonesty in Bidding and Tendering Activities (Fa 〔2016〕 No.285) jointly issued by the Supreme People's Court, the National Development and Reform Commission, the National Railway Administration and other six competent departments, the Respondent shall not be listed as a person subject to enforcement for dishonesty by the people's court. The Respondent shall have no illegal or dishonest conduct, and shall not be included in the list of major dishonest entities on the Credit China website (www.****.cn). Even if the Respondent is not listed as a person subject to enforcement for dishonesty or included in the list of major dishonest entities on the bid opening date, the procuring entity has the right to cancel its qualification for award if such circumstances arise before the date of receipt of the award notice.

(7) The Respondent shall not be included in the list of severely illegal and dishonest enterprises or the list of abnormal business operations by the market supervision and administration authority on the National Enterprise Credit Information Publicity System. The Respondent shall simultaneously provide, in the commercial documents, the inquiry results obtained from the National Enterprise Credit Information Publicity System (www.****.cn), including information on business license, inclusion in the list of severely illegal and dishonest enterprises (blacklist), inclusion in the list of abnormal business operations, administrative penalties and liquidation. If the Respondent fails to provide the enterprise credit information publicity , or the provided does not conform to the format and content prescribed in the procurement documents, or the content of the is deemed to be in dispute by the evaluation committee, the information on the Respondent's inclusion in the list of abnormal business operations and inclusion in the list of severely illegal and dishonest enterprises (blacklist) shall be subject to the inquiry results of the evaluation committee on the National Enterprise Credit Information Publicity System (www.****.cn). If the Respondent fails to provide the or the provided does not conform to the prescribed format and content, the evaluation committee shall make an adverse evaluation on the Respondent. If the Respondent provides a fraudulent enterprise credit information publicity , its response shall be rejected on the ground of fraudulent response, and corresponding penalties shall be imposed in accordance with the Measures for the Administration of Supplier Relationships of State Grid Corporation of China. Even if the Respondent is not included in the list of abnormal business operations or the list of severely illegal and dishonest enterprises by the market supervision and administration authority on the bid opening date, the procuring entity has the right to cancel its qualification for award if such circumstances arise before the date of receipt of the award notice.

(8) The Respondent shall not be included in the blacklist of China Electric Power Research Institute Co., Ltd. The blacklist is published in the relevant announcements under the section of Bidding Procurement / Bidding (Non-bidding) Announcements on the official website of China Electric Power Research Institute (http://www.****.cn). If the Respondent is included in the blacklist of China Electric Power Research Institute Co., Ltd. after obtaining the qualification for award, the procuring entity has the right to cancel its qualification for award or terminate the contract unilaterally.

3.2 The Bidder shall meet the following specific requirement:

3.3 Consortium bidding is not accepted for the Project, except if the specific requirement accepts it.

3.4 If the Consortium is accepted, the Bidder shall also comply with the following provisions:

(1) Each parties of the Consortium shall meet the requirement of 3.1 and 3.2.

(2) The parties to the consortium shall sign the Consortium Agreement in accordance with the format provided in the procurement documents, specifying the rights and obligations of the consortium leader and the parties.

(3) The consortium leader is responsible for obtaining the procurement documents and responding to the project on behalf of the consortium parties.

(4) A consortium composed of units of the same profession shall determine the qualification level according to the unit with the lower qualification level; Where the division of labor of different specialties is undertaken by different units, the qualifications of the consortium shall be determined according to their respective professional qualifications.

(5) The parties to the consortium may no longer respond in the same tender in their own name or by participating in other consortium.

3.5 Agent response is not accepted except for items specifically accepted in the special qualification requirements.

3.6 It is not acceptable for the Bidder to entrust an intermediary or intermediary to prepare the response documents or handle the response on behalf of the Bidder in this procurement.

3.7 Each Bidder may respond to all of the tender package for this purchase.

4. Obtaining of Tendering Documents

4.1 The Tendering Documents (electronic version) can be obtained for free.

The way of obtaining the Tendering Documents: registered by E-mail. The Bidder who want to get the Tendering Documents should provide the following valid documents:

1)The Bidder shall provide business license or local registration evidentiary materials (seal of company). If the Bidder has no seal, it shall provide local registration evidentiary materials with organization leader’s signature.

2)Please email the above information to the Bidding Agency’s email ywb01@thtc.****.cn and note project name and contract information. The Bidding Agency will send the electronic Tendering Documents to the Bidder’s email.

4.3 Whoever fails to obtain the Tendering Documents as per above time and mode shall not participate in subsequent bidding and quotation.

5. Submission of Initial Bidding Documents

5.1 Bidding deadline: March 23th 15: 00.

Time of submission of response documents: All response/bidding documents shall be submitted (submitted) to the Purchaser within the first response deadline.

The place of submission of the response documents: The Bidder, before the initial bidding deadline, should encrypt and submit electronic bidding documents to the Bidding Agency’s designated email ywb01@thtc.****.

The Tenderee will reject electronic bidding document that isn’t successfully submitted to the Bidding Agency’s designated email before bidding deadline. The Tenderee will reject bidding documents submitted by mail and their modified document and bidding documents not encrypted as per provisions and their modified document. Electronic bidding documents should include editable and non-editable electronic versions.

5.2 The Bidder should send deciphering password to the Bidding Agency’s email after bidding deadline. The Bidding Agency shall decompress documents at the witness of the supervision personnel.

Before bidding deadline, the procurement agency (hereinafter referred to as “the Bidding Agency”) will notify all bidders of “Microsoft Teams” meeting room No. through email and the Bidder receiving the notice shall attend the meeting for negotiation.

5.3 If the purchaser fails to obtain the response to the procurement documents at the time and in the manner specified in the procurement announcement, it will not be accepted. The purchaser does not accept paper response documents.
