本次咨询服务（以下简称“本服务”）包括项目实施综合管理，采购和合同管理，财务管理，环境与社会管理，项目能力建设和培训管理，项目成果监测，项目技术支持，****委员会，项目报告编制，世行团队管理活动支持等。

总人月数不低于178人月。

本咨询服务预计实施时间预计从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。

有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。

短名单筛选标准为：参与投标竞****公司或实体，具有独立签订合同的资格。

咨询顾问须在过去五年中（2021.1.1-2025.****.31，以项目完成时间为准）在中国至少完成了3个国际金融组织贷款项目的项目实施管理咨询服务合同，其中至少包括1个世行贷款的项目实施管理咨询服务合同，咨询顾问需提供证明材料（合同扫描件、项目完成证明资料等）。

项目实施管理咨询专家组由具有国际经验和资质的专家，以及具有国内经验的专家组成。

咨询顾问应需依据项目具体需要及自身专业判断，制定合理的人员投入计划与安排，并确保投入专家的总人月数不低于178人月。

在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称“《采购规则》”）第三部分第3.13、3.15及3.16款，上****银行关于利益冲突的相关政策。

****公司联合以提升资质条件，但需明确说明联合形式为联合体和或分包咨询顾问。

若以联合体形式入围中选，联合体各方需就整个合同承担连带责任。

本次咨询方遴选将按照《采购规则》规定的基于质量和费用的选择（QCBS）开展。
