Announcement for Offline Public Inquiry on Procurement of Safety Materials for the Philippines Project

1.询价条件（Quotation Conditions）

因菲律宾帕赛吹填开发项目施工需要，采购安全物资一批，现已具备采购条件，根据国家法律法规和****（以下简称中交特种）物资设备采购管理规定，通过线下公开询价方式采购，欢迎符合资格条件的供应商积极参与报价。

Due to the construction needs of the Pasay Reclamation Development Project in the Philippines, a batch of safety materials has been purchased. The procurement conditions are now met. In accordance with national laws and regulations and the material and equipment procurement management regulations of China Communications Special Engineering Co., Ltd. (hereinafter referred to as China Communications Special), the procurement is conducted through offline public bidding. Suppliers who meet the qualification requirements are welcome to participate in the bidding.

项目地处菲律宾马尼拉帕赛市马尼拉湾。主要施工内容陆域、水上振冲、PVD排水板和陆域表层碾压。

The project is located in Pasay City, Manila, Philippines, in Manila Bay. The main construction contents include land and water vibroflotation, PVD drainage boards, and land surface compaction.

2.2 询价内容及要求（Quotation content and requirements）

请有意向的报价人认真阅读询价单的要求和说明，合理报价。

Interested bidders are kindly requested to carefully read the requirements and instructions of the inquiry sheet and provide a reasonable quotation.

Please refer to the attached "Philippine Pasay Reclamation Development Project Safety supplies Purchase Quotation Request Form ".

3.报价响应供应商的资格要求（Quote response to the qualification requirements of the suppliers）

3.1基本条件（Basic Conditions）

3.1.1要求供应商实力强、具有可靠良好的资信状况。

Suppliers must demonstrate strong capabilities and reliable credit standing.

3.1.2具有独立承担民事责任能力。

Possess independent legal capacity to bear civil liabilities.

3.1.3具有良好的商业信誉和健全的财务会计制度。

Maintain good commercial reputation and sound financial accounting systems.

3.1.4具有履行合同所必需的物资设备和专业技术能力。

Have necessary equipment and technical expertise to fulfill the contract.

3.1.5具有依法缴纳税收和社会保障资金的良好记录。

Maintain a valid record of tax payments and social security contributions.

3.1.6参加本批采购报价响应的供应商前三年内没有法律纠纷及不良记录，在经营活动中没有重大违法记录。

No legal disputes,or major violations in business activities within the past three years.

3.1.7法律、行政法规规定的其他条件。

Other conditions stipulated by laws and regulations.

3.1.8报价响应供应商必须具有完善的服务机构和服务体系。

Bidding suppliers must have a comprehensive service network and system.

3.2具体条件（ Specific Conditions）

3.2.1报价响应供应商应保证：所提供的物资符合国家和项目所在国家相关行业标准；所提交的报价文件的所有内容真实合法有效，报价响应供应商所提供的物资应当符合报价及报价响应文件的要求，无权利瑕疵，否则，应承担由此给询价单位造成的一切损失及相关责任。

The responding supplier shall guarantee that: The materials provided comply with the relevant national and project location country industry standards; All contents of the submitted quotation documents are true, legal and valid; The materials provided by the responding supplier shall meet the requirements of the quotation and the quotation response documents, without any rights defects; otherwise, they shall bear all losses and related responsibilities caused to the inquiry unit by this.

3.2.2不接受联合体报价。

Joint bids will not be accepted.

4.询价文件的获取Obtaining the inquiry document

凡有意参加投标者，请于（报名截止时间，**时间，下同）2026年 03月19日09 时00分至 2026 年03月24日15时00分，****集团供应链管理信息系统报名并下载电子采购文件（网址：https://zjzcw.****.cn）。标书代写

All those who are interested in participating in the bidding are requested to log in to the Supply Chain Management Information System of China Communications Construction Company from 09:00 on March 19, 2026 to 15:00 on March 24, 2026 to register and download the electronic procurement documents. (The registration deadline is Beijing time.)

5.报价文件的递交Submission of the quotation document

5.1 文件递交的截止时间为（投标截止时间）2026年03月25日15时00分，投标人应在截****集团供应链管理信息系统递交电子投标文件。标书代写

The deadline for submitting the documents is 15:00 on March 25, 2026 (the bid submission deadline). Bidders must submit their electronic bid documents through the China Communications Group Supply Chain Management Information System before the deadline.

5.2 逾期未提交的报价文件，视为放弃报价。

If the quotation documents are not submitted by the due date, they will be regarded as a waiver of the quotation.
