本次咨询服务（以下简称“本服务”）包括监测项目相关社会管理计划实施进展情况；设计并实施针对项目利益相关群体的社会影响调查；监测项目《移民安置计划》《程序框架行动计划》实施过程中的社会影响，评估征收补偿安置措施的效果和接受度；抽样调查和分析定量及定性数据，评估移民生产生活水平；向项目实施机构提出在监测中发现的问题，提供改进建议；作为有效的沟通渠道，收集利益相关方意见反馈和抱怨申诉情况；根据项目需求，支持项目的中期和终期评估工作；编****银行要求的监测与评估报告。

本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。

有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。

短名单筛选标准为：1.咨询机构必须是注册的社会经济组织（工程咨询机构、研究机构、****公司、****政府组织），****政府和项目办无直接的行政隶属关系。

具有开展移民安置计划和社会风险管理方面的丰富经验；2.咨询机构近5年应具有3项及以上的国际金****银行及亚行、亚投行、新开行等国际金融机构）贷款项目的移民监测评估、移民安置计划、程序框架、社会影响评价报告编制或社会监测评估的经验和业绩，拟建团队需拥有4名或以上合格的专业技术人员。

咨询机构的专业工作人员应具有移民学、社会学社会工作、经济学、管理学或相关社会科学领域的学位，具有社会经济调查监测评估的经验，熟悉国家在土地征收、保护区管理、自然**利用与环境社会安全保障等方面的法律法规及相关政策要求。

在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称“《采购规则》”）第三部分第3.13、3.15及3.16款，上****银行关于利益冲突的相关政策。
