(c)本项目的特定资格要求：3、本次采购需要网上响应，供应商必须获得**市电子签名认证证书（CA认证证书），根据《****政府采购供应商登记及诚信管理（暂行）办法》，****政府采购网登记入库的供应商；4、具有建筑工程施工总承包三级及其以上资质；5、具有建设部门颁发的《安全生产许可证》(有效期内）；6、拟派的项目经理须具有建筑工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目经理；7、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；8、本项目不接受联合体响应。

(c)Specific qualification requirements for this program: 4. Possess a Grade III or higher qualification for general contracting of construction projects. 5. Hold a "Work Safety License" issued by the construction department (within the validity period). 6. The proposed project manager must have a Grade II or higher qualification as a registered constructor in construction engineering and a valid safety assessment certificate, and must not be serving as the project manager for any other ongoing construction projects. 7. Different suppliers with the same person in charge or direct control and management relationships are prohibited from participating in the same government procurement activity. Suppliers providing overall design, standard preparation, or project management, supervision, inspection, and other services for this project are also ineligible to participate in the procurement activity. 8. This project does not accept consortium responses.
