本次咨询服务（以下简称“本服务”）包括设计并实施受益人群满意度调查机制，具体工作内容包括（但不限于）：识别和分类项目受益人群体；制定覆盖定量与定性内容的调查问卷，涵盖项目质量评价、信息获取、沟通效果、知情参与感受等；组织实地问卷调查、****小组讨论；分析调查结果，识别项目成效、公众态度转变、潜在问题及改进空间；评估受益人群对于利益相关者参与、信息披露和抱怨申诉等机制等满意程度，并提出相应的改进建议；形成年度满意度调查报告，并提出改进建议。

本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。

有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。

短名单筛选标准为：1.咨询机构必须是注册的社会经济组织（工程咨询机构、研究机构、****公司、****政府组织），****政府和项目办无直接的行政隶属关系。

具有开展社会安全保障、社会影响评价、移民安置计划和社会风险管理方面的丰富经验；2.咨询机构近5年应具有3项及以上的国际金****银行及亚行、亚投行、新开行等国际金融机构）贷款项目的社会影响评价、社会管理计划、社会监测评估、移民监测评估、移民安置计划或程序框架编制的经验和业绩，且拟建团队拥有4名或以上合格的技术人员。

咨询机构的专业工作人员应具有移民学、社会学社会工作、经济学、管理学或相关社会科学领域的学位，具有社会经济调查监测评估的经验，熟悉国家在土地征收、保护区管理、自然**利用与环境社会安全保障等方面的法律法规及相关政策要求。

在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称“《采购规则》”）第三部分第3.13、3.15及3.16款，上****银行关于利益冲突的相关政策。

****公司联合以提升资质条件，但需明确说明联合形式为联合体和或分包咨询顾问。

若以联合体形式入围中选，联合体各方需就整个合同承担连带责任。
