本次咨询服务(以下简称 “本服务”)包括确保项目的实施符合世行ESF、国家法律法规及本项目环境管理文件(EIA、EMP及各子管理计划和ESCP)的要求,通过定期监测和反馈,促进环境管理措施的有效落实,帮助项目方优化环境和社会绩效。环境管理外部监测需识别项目实施过程中潜在的环境和社会风险(如生态破坏等)或不符合项,提出整改建议并反馈给项目办,以便及时采取缓解措施;并提供独立、客观的监测报告,供世行、项目方及利益相关方参考。外部监测的工作范围包括所有已启动的项目活动的实施范围,包括处于设计期、施工期和运行期的各子活动。关注的项目影响和风险包括EIA中识别的环境各要素(含生态),以及利益相关方参与、申诉机制运行等。此外,环境外部监****银行对项目的检查并进行汇报和解答环境外部监测相关的问题。在项目执行过程中出现环境安全和健康相关的事故或事件时,应配******银行的要求开展相关的调查和整改工作,并形成报告提交山****银行。本咨询服务期从合同签订之日起到2031年5月31日,涵盖了整个项目实施期。具体细节请参阅任务大纲(TOR)。

****现邀请合格的且有资格的咨询机构(以下简称“咨询方”)递交服务意向。有意向的咨询方需提供材料,****服务所需的资质条件及相关从业经验。短名单筛选标准为:1.为独立的咨询机构(如研究机构、咨询公司、****政府组织等),与借款人及项目实施单位无从属关系或利益冲突关系;2.具有国际**项目环境影响评估(EIA)和按照国际标准政策开展环境社会外部监测的项目经验(需列明项目名称、简介);3.保证充足的人员投入,并保证能够按照业主的要求在现场工作。开展环境管理外部监测的专家人数不少于2人。在短名单筛选阶段,不会对关键专家进行评估。

TheChinese Governmenthas receivedfinancing from the World BanktowardthecostoftheSustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part ofthe proceeds for Environmental Management External Monitoring Consulting Services.
The consulting services (“theServices”)includeto ensure that the implementation of the project complies with the requirements of the ESF, national laws and regulations, and the environmental management documents of the project (EIA, EMP and various sub-management plans and ESCP). Through regular monitoring and feedback, it promotes the effective implementation of environmental management measures and helps the project party optimize environmental and social performance.External monitoring of environmental management needs to identify potential environmental and social risks (such as ecological damage) or non-conformities during project implementation, provide recommendations on corrective actions and feedback to the project office so that mitigation measures can be taken in a timely manner; and provide independent and objective monitoring reports for reference by the World Bank, project parties and stakeholders.The scope of external monitoring includes the implementation scope of all initiated project activities, including sub-activities in the design, construction and operation stages. The project impacts and risks of concern include the environmental factors (including ecology) identified in the EIA, as well as stakeholder participation and the operation of the complaint mechanism.In addition, external environmental monitoring entities should participate in World Bank inspections and on and answer questions related to external environmental monitoring. In the event of environmental safety and health-related accidents or incidents during project implementation, they should cooperate with the Shanxi Provincial Project Office and the World Bank in conducting investigations and rectification work, and submit reports to the Shanxi Provincial Project Office and the World Bank.The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. The Accounting Center of Shanxi Forestry and Grassland Bureaunow invites eligible consulting firms(“Consultants”)toindicatetheirinterestinprovidingtheServices.****.Theshortlistingcriteriaare:1. It is from an independent consulting agency (such as a research institute, consulting company, university or other non-governmental organization, etc.), with no affiliation or conflict of interest with the Borrower and the project implementation unit;2. Have project experiences of EIA of international cooperation projects and external environmental and social monitoring in accordance with international standards and policies (name and brief introduction of relevant work or projects must be listed);3. Ensure adequate staffing and ensure they are able to work on site in accordance with the project’s requirements. The number of experts conducting external monitoring of environmental management shall not be less than two.Key Experts will notbe evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but shouldindicateclearlywhethertheassociationisintheformofajointventureand/orasub-consultancy. Inthecaseofajointventure, allthepartnersinthejointventureshallbe jointlyandseverallyliablefortheentirecontract,ifselected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
