(b****政府采购政策需满足的资格要求：****政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the compulsory government procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for micro, small and medium-sized enterprises, backing for prison and drug rehabilitation enterprises, assistance to underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（2）本次采购不接受联合体响应，不允许合同转让与分包；
（3）本项目仅面向小微企业。

(c)Specific qualification requirements for this program: (1) Different suppliers whose responsible persons are the same individual or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract. Suppliers that have provided overall design, specification formulation, project management, supervision, inspection, and other services for a procurement project shall not participate in other procurement activities of the same project.
(2) Joint bidding responses are not accepted for this procurement, and contract assignment or subcontracting is not permitted.
(3) This project is exclusively open to small and micro enterprises.
