本次咨询服务（以下简称“本服务”）包括收集评价范围内的相关资料，识别项目范围的重要栖息地，确定评价对象，范围和内容，对目标物种栖息地生态系统质量及适宜性评估，人类活动干扰对目标物种栖息地的连通性、破碎化及受威胁程度影响，基于生态敏感性与胁迫因子的空间耦合分析确定具有以上重要性的栖息地，提出保护、修复或可持续利用措施。

评估内容包括重要栖息地的生态环境质量现状、生态系统功能和价值，栖息地受威胁程度及保护重要栖息地的措施建议等。

CHA****银行的审查。

本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。

有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。

短名单筛选标准为：1.为独立的咨询机构（如研究机构、咨询公司、****政府组织等），与借款人及项目实施单位无从属关系或利益冲突关系；2.该咨询单位中至少有3名生态领域的专家；3.具备生物多样性及物种栖息地监测、遥感和GIS等技术设备；4.保证充足的人员投入，并保证能够按照业主的要求在现场工作。

开展本次重要栖息地评价任务的专家人数不少于2人。

在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称“《采购规则》”）第三部分第3.13、3.15及3.16款，上****银行关于利益冲突的相关政策。

****公司联合以提升资质条件，但需明确说明联合形式为联合体和或分包咨询顾问。
