(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the mandatory government procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority regions, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：1. 本项目仅面向中小企业采购；
2. ******部门核发的有效的“保安服务许可证”；
3. 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
4. 本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 1. This project is only open to procurement by small and medium-sized enterprises; 2. The bidder must hold a valid "Security Service License" issued by a provincial or municipal public security organ; 3. Different suppliers whose legal representatives are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract; suppliers that have provided overall design, specification formulation, project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the same project; 4. Joint bidding is not accepted for this tender, and contract assignment and subcontracting are not allowed.
