1. Inquiry Conditions

The funds for the procurement of formwork and timber for the China-Aided Nauru Sports Center Project have been secured. The procurement of formwork and timber has met the conditions for a public inquiry, and a public inquiry is hereby announced.

2. Project Overview and Inquiry Content

(1) Project Overview: The project is located in Nauru.
(2) Inquiry Content: Formwork and timber; see the Material Quotation Sheet for details.
(3) Delivery Location: Designated warehouse at Changshu Port, Jiangsu Province (tentative; subject to change upon project notice).
(4) Delivery Deadline: Before May 25, 2026.
(5) Brand and Configuration Requirements: See the attached specification sheet.

3. Bidder Qualification Requirements

(1) Business Scope Requirements: Bidders must be enterprises registered with the State Administration for Industry and Commerce and tax authorities, capable of bearing civil liability independently, and possess independent legal entity status.
(2) Production Capacity Requirements: Manufacturers or traders with proven supply capacity and track record.
(3) Financial Capacity Requirements: Both manufacturers and agents are allowed to participate. Bidders should have a certain scale, sound financial standing, and good bank credit.
(4) Quality Assurance Capacity Requirements: Bidders with a complete "Three Standards Management System" certification (ISO9001, ISO14001, OHSAS18001) are preferred.
(5) Supply Performance Requirements: Bidders should have a good supply track record with supporting proof; those with experience in similar overseas aid projects are preferred.
(6) Performance Credit Requirements: No litigation or arbitration arising from contract-related fraud or serious violations within the last three years.
(7) Joint bids are not accepted.
(8) Units with the same legal representative or with holding/management relationships may not participate in this inquiry at the same time; otherwise, all related bids will be rejected.
(9) Other Requirements: Quality must meet or exceed national standards; priority is given to bidders with fast supply response.

4. Bid Quotation

(1) This inquiry adopts a fixed unit price.
(2) Materials must be packed in wooden crates; packaging costs shall be included in the material unit price.
(3) The inquiry party does not accept any selective quotations, proposals with alternatives, or conditional quotations.
(4) Bidders must consider possible market price fluctuations during the supply period; no price adjustment requests based on such fluctuations will be accepted.
(5) If the total price calculated by summing the unit prices differs from the quoted total price, the total price derived from the aggregated unit prices shall prevail.

6. Bid Evaluation Method

Lowest evaluated price method (subject to meeting the project's requirements for equipment configuration, delivery, performance, after-sales service, and track record).

（5）供货业绩要求：报价人供货业绩良好并提供证明，具有同类海外援建工程业绩要求优先。
（6）履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。
（7）不接受联合体投标。
（8）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本次询价，否则，相关投标均被否决。
（9）其他要求：质量符合或优于国家标准，供货响应速度快的优先考虑。
4. 投标报价
（1）本次询价，固定单价。
（2）本次报价，材料需木箱封装，包装费应包含在材料单价中。
（3）询价单位人不接受报价单位任何选择性报价、带方案报价及带条件报价。
（4）报价单位须综合考虑材料供应期间市场价格变动等因素，不得据此提出单价调整要求。
（5）报价单位单价汇总的价格与报价总价不一致时，按综合单价汇总后的价格作为投标总价。
