COHC Announcement on Soliciting Sources for EC225 or S92

为满足业务需要，****（以下简称“中信海直”）计划在2026年5月上旬引进一架EC225或S92，短期使用7个月，特发布本公告，公开征集符合要求的EC225或S92机源信息，邀请直升机制造原厂、租赁公司及持有相关机源的各方（以下统称“响应方”）参与。

To meet business needs, CITIC Offshore Helicopter Co., Ltd. (hereinafter referred to as "COHC") plans to introduce one heavy helicopter in 2026 early May for a short term usage of 7 months. This announcement is hereby issued to publicly solicit information on heavy helicopter sources that meet our requirements. Helicopter original equipment manufacturers (OEMs), leasing companies, and parties holding relevant aircraft sources (collectively referred to as "Respondents") are invited to participate.

一、 征集机源基本要求Basic Requirements for Sourced Aircraft

1. 机型：EC225或S92

2. 构型：海油（IOGP）构型

3.状态与认证：全新或二手直升机。需具备相应的适航认证，如制造商生产许可证（PC）、机型型号合格证书（TC）及中国民用航空局颁发的型号认可证（VTC）等。

4.交付时间：交****基地时间不晚于2026年5月5日。能够在上述截止日期前提早提供交付机位的方案，将在评估中视为优势。

5.机龄要求：在中信海直用机时间内，机龄不超过15年

1. Aircraft Type: Heavy Helicopter

2. Configuration: Offshore Oil Gas (IOGP) configuration.

3. Status and Certification: Brand new helicopters or used. Must possess the corresponding airworthiness certifications, such as the manufacturer's Production Certificate (PC), Type Certificate (TC), and the Validation of Type Certificate (VTC) issued by the Civil Aviation Administration of China (CAAC) and etc.

4. Delivery Timeline: Delivery to CITIC Offshore Helicopter Shenzhen Base shall be completed no later than May 5, 2026. Solutions capable of providing delivery slots ahead of the above deadline will be considered an advantage in the evaluation.

5. Aircraft Age Requirement: During its operational service with CITIC Offshore Helicopter, the aircraft age shall not exceed 15 years.

二、响应方资格要求Qualification Requirements for Respondents

响应方须具有独立承担民事责任的能力和良好的商业信誉，须为所提供机源的所有者、授权代理商或具备制造商有效授权的经销商/租赁商。

Respondents must have the capacity to independently bear civil liabilities and possess good commercial credit. They must be the owner of the provided aircraft source, an authorized agent, or a dealer/lessor with valid authorization from the manufacturer.

三、响应文件内容要求Content Requirements for Response Documents

有意参与的响应方，请按以下要求提交响应文件（中英文版本均可，建议提供中文版本）:

1.公司资料：包括但不限于营业执照、代理授权书（如适用）、公司简介及证明直升机所有人的证明文件。

2.机源详细信息：具体直升机型号（如EC225等）、详细的构型配置清单以及提供方式（租赁等）。

3.交付计划：请尽可能提供从合同签订到完成交付的初步时间表，****工厂验收时间（明确到年月,如适用）以及预计交付时间（明确预计可交****基地的时间）

4.商务信息：初步的报价基础或租赁方案要点（可选）。

Interested Respondents are requested to submit their response documents according to the following requirements (Chinese or English versions are acceptable, with Chinese version recommended):

1. Company Information: Including but not limited to business license, agency authorization letter (if applicable), company profile, and documents proving helicopter ownership.

2. Detailed Aircraft Source Information: Specific helicopter model (e.g., EC225, etc.), detailed configuration checklist, and method of provision (lease, etc.).

3. Delivery Plan: Please provide, as much as possible, a preliminary schedule from contract signing to delivery completion. This must include the estimated Factory Acceptance time (specified to year and month, if applicable) and the estimated delivery time (clearly indicating the expected time for delivery to COHC's Shenzhen base).

4. Commercial Information: Preliminary quotation basis or key points of lease proposals (optional).

四、提交方式与截止时间Submission Method and Deadline标书代写

The deadline for submission of response documents is April 22, 2026, at 15:00 (Beijing Time). COHC reserves the right to adjust the deadline as needed, and any such adjustments will be notified separately.

五、其他说明Other Notes

本次发布为机源信息征集公告，旨在进行市场调研、机位搜寻和初步方案收集，不构成任何采购承诺或要约。中信海直有权根据征集情况决定后续的正式采购方式、时间及数量。响应方应对所提供全部信息的真实性、准确性和合法性负责。

This release is an announcement for sourcing aircraft information, aimed at conducting market research, searching for delivery slots, and collecting preliminary proposals. It does not constitute any procurement commitment or offer. COHC has the right to decide on the subsequent formal procurement method, timing, and quantity based on the solicitation results. Respondents are responsible for the authenticity, accuracy, and legality of all information provided.
