Invitation for The Bidding Section of Concrete Pavement Construction at The Main Entrance Square

一、项目概况 Project Overview

****公司（以下简称“KPEPC”）厂址位于缅甸西**的皎漂市西南约6km处，Zinchaung西北12km处，孟加拉湾以东2km处。天然气站东北约1.5km，皎漂航空港西南4.5km，主天然气管道东侧1.2km，皎漂230/66kV变电站东北，电站装机容量135MW，于2023年5月19日进入商业运行。

Kyauk Phyu Electric Power Company Limited (hereinafter referred to as "KPEPC") is located approximately 6km southwest of Kyauk Phyu City in southwestern Myanmar, 12km northwest of Zinchaung, and 2km east of the Bay of Bengal. About 1.5km Northeast of the natural gas station, 4.5km Southwest of the Kyauk Phyu Airport, 1.2km East of the main natural gas pipeline, and Northeast of the Kyauk Phyu 230/66kV substation, the power station entered commercial operation on May 19, 2023.

1、 本邀请标段“****广场混凝土路面施工标段”****电站****广场采用C30混凝土浇筑，****广场周边实际情况进行延伸浇筑。本标段将由****签订当地施工合同，缅币计价，缅币支付。

The invitation bidding section of Concrete Pavement Construction Project at the Main Entrance Square primarily involves the pouring of C30 concrete for the main entrance square of the Kyauk Phyu Power Station, along with extended pouring based on the actual conditions around the square. This section will be contracted locally by Kyauk Phyu Electric Power Company Limited, with pricing and payment in Myanmar Kyats.

2、 资金来源：为自有资金，并已落实。

Source of funds: The project is funded by own secured funds.

3、 投标人具有独立法人资格，持有有效的营业执照、相关经营许可证、商业税登记证、公司摘录（Company Extract）；且具有施工及质保期内服务能力。

The bidder has independent legal personality and holds valid business license and related operating permits (such as Tax Registration Certificate ,Company Extract) and has the capability for construction and warranty period service.

二、采购范围 Purchase Scope

我方有权对采购清单范围内数量进行增减。

We have the right to increase or decrease the quantity within the scope of the purchase list.

三、报价安排 Quotation Arrangement

1、本询价书自2026年4月22日发出；

The inquiry letter will be issued on April 22,2026;

2、报价前澄清截止时间为2026年4月26日15：00（缅甸时间），澄清内容通过“中国电建数智化采购平台、邮件或其他方式”发送给项目采购主管；标书代写

The deadline for clarification before quotation is 15:00 on April 26, 2026 (Myanmar time). The clarification content will be sent to the project procurement supervisor through the "PowerChina Digital Intelligent Procurement Platform, email or other means";

3、报价截至时间为2026年4月30日10：00（缅甸时间），请在此时间前将盖章版电子扫描版报价文件通过“中国电建数智化采购平台、邮件或其他方式”提交给项目采购主管，以上传报价文件时间为准。

The deadline for quotation is 10:00 on April 30, 2026 (Myanmar time). Please submit the stamped electronic scanned version of the quotation documents (Attachment 2 and Attachment 3) to the project procurement supervisor through the "PowerChina Digital Intelligent Procurement Platform, email or other means" before this time. The time of uploading the quotation documents shall prevail.

四、投标报价及要求 Bid Quotation and Requirements

1、投标报价的原则为所施工项目必须满足本询价函中所述的附件1及附件2中要求。

The principle of bidding quotation is that the project to be constructed must meet the bidding requirements.

2、投标有效期为自邀请函发出日起45天。投标有效期内，投标报价为固定总价，包括商业税、印花税、人工费、材料费（除甲方提供水泥外）、管理费、风险****广场混凝土路面施工的所有费用。

Bidding validity period shall be 45 days (Forty-five days) from the day of issuing invitation letter. During the validity period of the bid, the bid price is a fixed total price, including commercial tax, stamp duty, labor costs, material costs (except for cement provided by Party A), management fees, risk fees, and all costs for completing the Concrete Pavement Construction at the Main Entrance Square.

3、投标人应按询价文件要求提供详细的报价组成表。

Bidders shall provide a detailed quotation composition table in accordance with the requirements of the inquiry document.

4、投标报价以缅币报价。

The bidding price is quoted in Myanmar currency.

5、投标报价严格按照附件2采购清单表格式填报。

The bidding quotation shall be strictly filled in accordance with the format of the procurement table in Attachment 2.

6、投标人应在投标报价截止日前，递交投标响应文件，响应文件格式详见附件3：****广场混凝土路面施工标段（响应文件）标书代写

Bidders shall provide a response letter before deadline of quotation. Format of response letter see in attachment 3:Response Letter of Concrete Pavement Construction Bidding Section at the Main Entrance Square.

五、施工工期 Construction Period

为确保道路混凝土施工质量，暂定交工期为2026年5月20日。

To ensure the quality of road concrete construction, the tentative completion date is May 20, 2026.

六、施工地点 Construction Site

缅甸皎漂燃气-****电站项目地。

Myanmar Kyauk Phyu Gas-fired Combined Cycle Power Station Project Site.

七、付款方式 Payment Method

7.1付款里程碑Payment Milestone

7.2首笔款，比例80%将于混凝土路面浇筑完成后支付。;

7.2 80% of the initial payment will be made after the completion of concrete pavement pouring.

7.3尾款比例17%将于竣工验收完成资料移交后支付。

7.3 The remaining 17% of the payment will be made after the completion and acceptance of the materials are handed over

7.3质保金比例3%将于甲乙双方签订完工验收报告后支付。质保期为自甲乙双方签订完工验收证书当天日期起，365天。

7.3 The retention ratio of 3% will be paid after both parties sign the completion acceptance .The warranty period is 365 days from the date of signing the completion acceptance certificate between Party A and Party B.

7.4当供应方向甲方提交付款申请时，供应方应提交所有附件，包括发票、付款申请书、相应发票的商业税票form 31原件以及甲方要求的其他文件。在上一次付款所需的所有文件完全提交之前，甲方有权拒绝供应方的付款请求;

7.4 When the supplier submits a payment application to Party A, all supporting documents must be provided, including invoices, payment applications, original Form 31 commercial tax receipts for the corresponding invoices, and any other documents required by Party A. Party A reserves the right to reject the supplier's payment request until all documents required for the previous payment are fully submitted.
