（2）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
（3）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在****政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

(c)Specific qualification requirements for this program: (1) Prior to the bid opening of this project, those who have been listed as dishonest persons subject to enforcement or parties involved in major tax violations are not allowed to participate in bidding for this project (based on the records of the procurement agency on the "Credit China" website (www.****. gov.cn) on the day of bid opening); (2) The same person in charge of the unit or different bidders with direct controlling or management relationships shall not participate in government procurement activities under the same contract; (3) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant proof materials and a written authorization issued by the legal entity to participate in government procurement activities and bear all civil liabilities, and shall not participate in procurement activities of the same project at the same time. (4) This project does not accept consortium bidding and subcontracting is not allowed.
