(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for the disabled, backing for small, medium and micro enterprises, assistance to prison and drug rehabilitation enterprises, support for underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：1) 符合《****政府采购法》第二十二条的规定；
2) 未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
3) 供应商应具备以下施工资质：中华人民****建设部颁发的施工总承包建筑工程三级或以上资质；
4) 具有安全生产许可证（有效期内）；
5) 拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6) 业绩要求：无；
7) 其他要求：****管理部****政府采购活动期间的单位不得参与竞争。
8) 本项目不允许转包。

(c)Specific qualification requirements for this program: 1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
2) Not included in the lists of dishonest persons subject to enforcement, major tax-related dishonest entities and entities with serious illegal records in government procurement on Credit China (www.****.cn) and China Government Procurement Network (www.****.cn);
3) The supplier shall possess the following construction qualifications: Grade III or above general contracting qualification for construction projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;
4) Hold a valid work safety license within the validity period;
5) The proposed project manager shall have the practicing qualification of Grade II or above registered constructor majoring in construction engineering, hold a valid work safety assessment qualification certificate, and shall not serve as the project manager of any other ongoing construction
