(b****政府采购政策需满足的资格要求：（1）落实预留份额措施，****政府采购中的份额，支持中小企业发展：本项目不是专门面向中小企业采购，评审时小型和微型企业享受3%的价格折扣。（2****监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Reserved share measures to increase SME participation in government procurement: This project is not exclusively reserved for SMEs. Small and micro enterprises receive a 3% price discount during evaluation. (2) Prison enterprises and welfare units for persons with disabilities are treated as small and micro enterprises. (3) Priority procurement of energy-efficient and eco-friendly products: Where technical and service indicators are equivalent, priority procurement applies to products in the catalogs per Ministry of Finance Cai Ku [2019] No. 18 and No. 19; mandatory procurement applies to products marked “★” in the energy-efficient catalog. Suppliers must provide valid certificates from nationally designated certification bodies. (4) Domestic products only: Imported products are not accepted.

(c)本项目的特定资格要求：1) 供应商应具备以下施工资质：中华人民****建设部颁发的施工总承包建筑工程三级或以上资质；
2) 具有安全生产许可证（有效期内）；
3) 拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4) 业绩要求：无；
5) 其他要求：****管理部****政府采购活动期间的单位不得参与竞争。
6) 本项目不允许转包。

(c)Specific qualification requirements for this program: 1）Suppliers shall possess the following construction qualification: Grade III or above general construction contracting qualification for building engineering issued by the Ministry of Housing and Urban-Rural Development of the PRC; 2) Hold a valid safety production permit; 3) The proposed project manager shall hold a Grade II or above registered constructor qualification in building engineering, possess a valid safety production assessment certificate, and not serve as project manager for any other ongoing construction project; 4) Performance requirements: None; 5) Other requirements: Entities suspended from government procurement activities by government authorities shall not participate; 6) Subcontracting is not permitted for this project.
