(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is not specifically for procurement by small and medium-sized enterprises. During the evaluation process, small and micro enterprises enjoy a 3% price discount. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and medium-sized enterprises; the rest can be found in the procurement documents.

(c)本项目的特定资格要求：1、供应商应具备以下施工资质：中华人民****建设部颁发的施工总承包市政公用工程三级或以上资质；
2、具有安全生产许可证（有效期内）；
3、拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4、业绩要求：无；
5、其他要求：****管理部****政府采购活动期间的单位不得参与竞争。
6、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. The supplier must possess the following construction qualifications: a Class III or above construction general contracting qualification for municipal public works issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; 2. Have a safety production license (valid within the validity period); 3. The project manager to be dispatched must hold a registered construction engineer qualification for municipal public works at the second level or above, possess a valid safety production assessment qualification certificate, and not be serving as the project manager of any other ongoing construction projects; 4. Performance requirements: None; 5. Other requirements: Units that are currently prohibited by government management departments from participating in government procurement activities are not allowed to compete in this project. 6. Subcontracting is not permitted for this project.
