(c)Specific qualification requirements for this program: (1) Must be a legal person or unincorporated organization lawfully established within the territory of China (this project does not accept branches participating in procurement under their own name); (2) Bidders must have a Grade III or higher qualification for general contracting of municipal public works and a valid safety production license; (3) The proposed project manager must have a Level II or higher registered constructor qualification in municipal public works and possess a valid safety production assessment certificate; (4) This project is specifically targeted at small and medium-sized enterprises for procurement.
