二、申请人的资格要求
2. Qualification Requirements for Bidder

(a)满足《****政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****政府采购政策需满足的资格要求:****政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本项目的特定资格要求:3、本项目面向大、中、小、微型企业,事业法人、其他组织或自然人采购;
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人,不得参加本项目的采购活动;
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参****政府采购活动;
6、本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (iii)This project is open to large, medium, small and micro enterprises, institutional legal persons, other organizations and natural persons.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
