1. ****现就坦桑尼亚达港马林迪泊位改扩建工程项目所需的下列物料及相关服务进行公开招标。

物料名称：减水剂

CHINA HARBOUR ENGINEERING COMPANY LTD.(CHEC) is conducting a public bidding for the following materials and related services required for the project of DESIGN AND BUILD FOR THE MODERNIZATION OF THE MALINDI WHARF AREA AT DAR ES SALAAM PORT.

Name of Materials: Water Reducing Admixture

Refer to Chapter 4 Materials Requirements List and Technical Specifications for the detailed scope of supply.

2. 投标人资格

（1）具有合法、有效的营业执照

（2****集团层级/中国港湾层级黑名单的市场主体；

（3）不接受联合体投标；

（4）投标人有良好财务状况，没有财产被接管或冻结、破产被停业清理或清算、产权变更被解体或注销的任何情形(提供财务状况良好承诺函，格式自拟)。

Bidder Qualifications

(1) Possess a legal and valid business license;

(2) Shall not be a market entity on the blacklist at the CCCC Group level / CHEC (China Harbour Engineering Company) level;

(3) Joint bids are not accepted;

(4) The bidder must be in good financial standing, without any circumstances such as property being taken into custody or frozen, bankruptcy leading to suspension of operations for liquidation or winding-up, or dissolution or deregistration due to property rights changes (provide a commitment letter for good financial standing, format self-drafted).

3. 投标人可从在标书发售截止期前，在中国交建供应链管理信息系统网上（网址：https://hwsp.****.cn/）注册账户，并获取招标文件。本次招标不收取投标保证金。

Bidders can register an account and obtain the bidding documents on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https://hwsp.****.cn/）before the deadline of the bidding documents selling. No bid security will be charged for this bidding.

4. 所有投标文件应于2026年6月15日上午9:30时（坦桑尼亚时间）/ 2026年6月15日下午14:30时（**时间）之前，在中国交建供应链管理信息系统网上（网址：https://hwsp.****.cn/）提交。无论结果如何，投标人应自行承担参与本次投标有关的所有费用。标书代写

Bids must be submitted on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https://hwsp.****.cn/） before 9:30 a.m. (Tanzania Time) on June 15, 2026 / 14:30 p.m. (Beijing Time) on June 15, 2026. whatever the outcome, Bidders shall bear all expenses related to participating in this bidding.

5. 为协助审查、评价和比较投标及投标人的资格，招标人可酌情要求任何投标人澄清其投标。投标人提交的任何澄清，如果不是对招标人的要求作出回应，将不被考虑。如果投标人未在招标人要求澄清的日期和时间内对其投标进行澄清，其投标可能会被拒绝。

To assist in the examination, evaluation, and comparison of the bids, and qualification of the Bidders, the Tenderer may, at its discretion, ask any Bidder for a clarification of its bid. Any clarification submitted by a Bidder that is not in response to a request by the Tenderer shall not be considered. If a Bidder does not provide clarifications of its bid by the date and time set in the Tenderer's request for clarification, its bid may be rejected.

6. 当投标人的报价明显高于或低于市场平均价格水平时，招标人有权根据相关法律法规和招标文件的规定保留全面评估所有投标价格的权利，以确保招标过程的公平、公正和合理性，并维护市场竞争的正常秩序。如果发现投标人的报价与市场价格水平严重偏离，可能对项目的顺利实施和经济性造成不利影响，招标人保留行使废标权利。本次招标限价为21亿坦桑尼亚先令。任何情况下，招标人都不保证本次招标一定会有授标。

When the Bidder's quotation is significantly higher or lower than the market average price level, the Tenderer has the right to comprehensively evaluate all bid prices in accordance with relevant laws and regulations and the provisions of the bidding documents, to ensure the fairness, impartiality, and rationality of the bidding process, and to maintain the normal order of market competition. If it is found that the Bidder's quotation deviates significantly from the market price level, which may have an adverse impact on the smooth implementation and economy of the project, the Tenderer reserves the right to cancel the bid.The limit price for this bidding is 2.1 billion Tanzanian shillings（TZS）. Any case, Tenderer cannot guarantee that Bidder will be awarded in this bidding.
