(b****政府采购政策需满足的资格要求：****政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, incentives for environmental-friendly products, support for welfare enterprises employing disabled persons, micro, small and medium-sized enterprises, prison and drug rehabilitation enterprises, assistance for underdeveloped and ethnic minority areas, as well as restrictions on the procurement of imported products.

(c)本项目的特定资格要求：1. 本项目非仅面向中小企业采购；
2. 不接受联合体形式投标。
3. 符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第 17 条规定的供应商，不得参加本项目的采购活动。
4. 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
5. 本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 1. This project is not limited to procurement for small and micro enterprises only;
2. Bids in the form of a consortium will not be accepted;
3. Suppliers falling under Article 17 of the Guiding Opinions on Connecting with High-standard International Economic and Trade Rules to Advance the Reform of Government Procurement in Pilot Areas (Hucaicai〔2024〕No.12) are prohibited from participating in the procurement activities of this project;
4. Different suppliers with the same legal representative or subject to direct shareholding or management affiliation with one another shall not participate in the same government procurement activity under a single contract; any supplier that has provided overall design, specification compilation, project management, supervision, inspection or other services for the procurement project shall not take part in other procurement activities of the aforesaid project;
5. Consortium bidding is inadmissible for this tender, and contract assignment and subcont
