5.1 The respondent shall possess relevant qualifications, similar project experience, and the capability to perform the works required under this procurement.
5.2 The respondent shall be a legally registered enterprise with independent legal entity status and the capacity to independently assume civil liabilities.
5.3 The respondent shall maintain a sound financial accounting system and be in good financial standing.
5.4 The respondent shall have no records of bid-rigging, fraudulent award acquisition, serious breach of contract, or other major violations within the past three (3) years.
5.5 The respondent shall have a good record of tax payment and social security contribution in accordance with applicable laws and regulations.
5.6 The respondent shall possess the equipment and professional technical capabilities necessary for contract performance.
5.7 Within the past three (3) years prior to participation in this procurement activity, the respondent shall not have been listed as a dishonest person subject to enforcement. Where consortium participation is permitted, none of the consortium members shall have been listed as such.
5.8 Consortium participation is NOT permitted for this procurement.

Interested parties may log in to the Inspur E-Procurement Platform (https://scs.****.com) to download the electronic procurement documents from 11:00:00 on 14 June 2026 to 09:30:00 on 18 June 2026 (Beijing Time).
7.1 The deadline for submission of quotation documents (the quotation submission deadline) is 09:30:00 on 18 June 2026. Respondents shall submit their electronic quotation documents through the Inspur E-Procurement Platform before the deadline.
7.2 Any quotation documents submitted after the deadline will be rejected by the electronic procurement platform.
7.3 The quotation opening session will commence at 09:30:00 on 18 June 2026. Respondents shall participate in the quotation activity on time and complete online attendance registration. Failure to register attendance shall be deemed as acceptance of the quotation opening record, and any subsequent objection shall be considered invalid.
This procurement announcement is simultaneously published on the Inspur E-Procurement Platform (https://scs.****.com) and the Sunshine Procurement Service Platform (http://www.****.com).
Interested parties shall respond and confirm participation before 09:30:00 on 18 June 2026. Parties failing to respond before the deadline will not be eligible to participate in the quotation process.
