合法注册：全球任意地区合法登记的独立法人或其他组织，需提供注册证书、税务登记证明、银行账户信息等资质文件

Legal Registration: Independent legal person or other organization legally registered in any region of the world, requiring qualification documents such as registration certificate, tax registration certificate, and bank account information

财务能力：****联通国际财务要求的有效发票或收据

Financial Capability: Able to provide valid invoices or receipts that meet the financial requirements of China Unicom International

法律纠纷：近 3 年内作为当事人的诉讼及仲裁案件不超过 3 项（含 3 项）

Legal Disputes: No more than 3 litigation and arbitration cases (including 3) as a party in the past 3 years

商业信誉：****银行资信和商业信誉，未处于停业、资产接管/冻结、破产状态

Business Reputation: Good bank credit and business reputation, not in a state of business suspension, asset takeover/freeze, or bankruptcy

关联关系：不存在与其他应答人负责人为同一人或控股、管理关系且同时参与本项目的情况

Affiliation Relationship: There is no situation where the Respondent shares the same responsible person with another Respondent, or has a holding or management relationship with another Respondent, while both are participating in this project at the same time

黑名单限制：****联通供应商黑名单禁入期限内

Blacklist Restriction: Not within the prohibited period of China Unicom's supplier blacklist

签约资质：具备合法签约资质，****联通****公司签署合同并提供本地服务

Contract Signing Qualification: Possess legal qualification for signing contracts, able to sign contracts with CHINA UNICOM （MIDDLEEAST）OPERATIONS FZ-LLC and provide local services
