(b)Qualification requirements to be met to implement government procurement policies: Mandatory Procurement Policy for Energy-Saving Products: Items marked with "★" in the national published energy-saving product catalogue shall be purchased mandatorily.
Energy Conservation Incentive Policy: Where indicators including technology and services are equivalent, products listed in the national published energy-saving product catalogue shall be given procurement priority.
Environmental Protection Incentive Policy: Where indicators including performance, technology and services are equivalent, products included in the national published environmental protection product catalogue shall be given procurement priority.
Implement reserved quota measures to increase the proportion of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs. This project is specially designated for procurement from SMEs, and no price discount preference shall be applied to products provided by SMEs during evaluation.
