(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant government procurement policies aimed at encouraging and supporting energy-efficient products, environmentally certified products, small and medium-sized enterprises, and welfare units for persons with disabilities. In accordance with Ministry of Finance Document No. 46 [2020], this project is exclusively reserved for small and medium-sized enterprises.

(c)本项目的特定资格要求：1、符合《****政府采购法》第二十二条的规定
2、未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
1)供应商须持有效营业执照等具有承担相应民事责任的能力的法人或其他组织；
2****建设部颁发的市政公用工程施工总承包三级及以上资质，且具备有效的安全生产许可证；
3)本项目拟派项目经理须具备市政公用工程专业贰级（及以上）注册建造师执业资格，具备有效的安全生产考核合格证书，且不得担任其他在建建设工程项目的项目经理；
4)供应商市政公用工程专业注册建造师数量不得低于现行最低资质对建造师数量要求。（本项目要求：市政公用工程专业注册建造师不少于5人，以该企业在本市备案的数量为准）；
5)本项目不接受联合体投标；
6)根据财库[2020]46号文，本项目专门面向中小企业。
