5.1 The bidder shall possess the relevant qualifications, similar project experience, and the capability to perform the works required under this procurement project.

5.2 The bidder shall be a legally registered enterprise with independent legal entity status and the ability to independently bear civil liabilities.

5.3 The bidder shall have a sound financial and accounting system and be in good financial standing.

5.4 The bidder shall have no record of bid-rigging, fraudulent award acquisition, serious contract breaches, or other major violations within the past three years.

5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with applicable laws and regulations.

5.6 The bidder shall possess the necessary equipment and professional technical capabilities required for contract performance.

5.7 The bidder shall not have been listed as a dishonest person subject to enforcement within the three years prior to participation in this procurement activity. Where consortium bidding is permitted, all consortium members shall meet this requirement.

5.8 Consortium bids are NOT accepted for this procurement.

Interested bidders may log in to the Inspur E-Procurement Platform from 10:30 (Beijing Time) on 26 June 2026 to 15:00 (Beijing Time) on 29 June 2026 to download the electronic procurement documents.

The deadline for submission of quotation documents (the same as the bid submission deadline) is 15:00 on 29 June 2026. Bidders shall submit their electronic quotation documents through the Inspur E-Procurement Platform before the submission deadline.

Quotation documents submitted after the deadline will be rejected by the electronic procurement platform.

The quotation opening time is 15:00 on 29 June 2026. Bidders shall participate in the quotation opening process on time and complete online sign-in. Failure to sign in shall be deemed as acceptance of the quotation opening records, and any objections raised thereafter will be considered invalid.
