5.1 The bidder shall possess the relevant qualifications, similar project experience, and the capability to perform the works required under this procurement.

5.2 The bidder shall be a legally registered independent corporate entity in China with the capacity to independently assume civil liabilities.

5.3 The bidder shall have a sound financial and accounting system and be in good financial standing.

5.4 The bidder shall have no record of bid rigging, fraudulent award acquisition, serious breach of contract, or other major violations within the past three (3) years.

5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with applicable laws and regulations.

5.6 The bidder shall possess the necessary equipment and professional technical capabilities required for contract performance.

5.7 Within the past three (3) years prior to participating in this procurement, the bidder shall not have been listed as a dishonest person subject to enforcement. Where a consortium is permitted, all consortium members must meet this requirement.

5.8 Consortium bids are not accepted for this procurement.

5.9 For other specific requirements, please refer to the announcement published on the Inspur E-Procurement Platform and the procurement documents.

Interested bidders may download the electronic procurement documents from the Inspur E-Procurement Platform during the period from 18:00 (Beijing Time), 26 June 2026 to 22:00 (Beijing Time), 30 June 2026.

7.1 The deadline for submission of quotation documents is 22:00 (Beijing Time), 30 June 2026. Bidders shall submit their electronic quotation documents through the Inspur E-Procurement Platform before the submission deadline.

7.2 Quotation documents submitted after the deadline will not be accepted by the electronic procurement platform.

7.3 The quotation opening will take place at 22:00 (Beijing Time), 30 June 2026. Bidders shall participate in the quotation opening and complete the online check-in on time. Failure to check in will be deemed as acceptance of the quotation opening record, and any subsequent objection shall not be accepted.
