5.1 The bidder shall possess the relevant qualifications, similar project experience, and the capability to perform the works required under this procurement.
5.2 The bidder shall be a legally registered enterprise with independent legal entity status and the ability to independently assume civil liabilities.
5.3 The bidder shall maintain a sound financial and accounting system and be in good financial standing.
5.4 The bidder shall have no records of bid-rigging, fraudulent award acquisition, serious contract breaches, or other major violations within the past three years.
5.5 The bidder shall have a good record of tax payment and social security contribution in accordance with applicable laws and regulations.
5.6 The bidder shall possess the necessary equipment and professional technical capabilities required for contract performance.
5.7 The bidder shall not have been listed as a dishonest judgment debtor within the past three years prior to participation in this procurement activity. Where a consortium is permitted, all consortium members must satisfy this requirement.
5.8 Consortium bids are NOT accepted for this procurement.
