(b)Qualification requirements to be met to implement government procurement policies: Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and boosting employment for persons with disabilities.

(c)本项目的特定资格要求：1.本项目仅面向中小企业采购；
2.******部门核发的有效的《保安服务许可证》（外省保安服务******部门备案登记）；
3.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
4.本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 1. This project is only open to procurement by small and medium-sized enterprises; 2. A valid Security Service License issued by provincial or municipal public security authorities is required (security service enterprises from other provinces must have completed filing and registration with Shanghai public security authorities); 3. Different suppliers with the same person serving as their person-in-charge, or those having direct shareholding or management relationships with each other, shall not participate in government procurement activities under the same contract. Suppliers that provide overall design, specification compilation, project management, supervision, testing and other services for a procurement project shall not participate in other procurement activities of the same project; 4. Consortium bidding is not accepted for this tender, and contract assignment and subcontracting are prohibited.
