(b)Qualification requirements to be met to implement government procurement policies: 1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project (◆ is □ not) specifically targets SME procurement, and no price discounts will be applied to SME products during evaluation. (c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（2）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在****政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。
（3）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Different suppliers whose unit heads are the same person or have a direct holding or management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation, or project management, supervision, testing, and other services for a procurement project shall not participate in other procurement activities of the same project. (2) When a branch legally established by a legal person participates in bidding in its own name, it shall provide relevant certification materials registered in accordance with the law and a written authorization issued by the legal person authorizing its branch to participate in government procurement activities within its scope of business and bear full civil liability. The legal person and its branch shall not participate in procurement activities for the same project at the same time. (3) Subcontracting is not allowed in this project.
