(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs. This project is exclusively procured for SMEs, and no price discount shall be applied to SMEs during the evaluation.
(2) Support prison enterprises and welfare entities for the disabled, which shall be treated as micro and small enterprises.
(3) Policy on priority procurement of energy-saving and environmentally friendly products: Under the same technical, service and other indicators, priority procurement shall be implemented for products included in the catalogue of energy-saving and environmentally friendly products issued in Ministry of Finance Documents Caiku〔2019〕No.18 and Caiku〔2019〕No.****. Mandatory procurement shall be carried out for products marked with "★" in the catalogue of energy-saving products. Suppliers must provide valid certification documents issued by nationally designated certification bodies to qua

（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有市政公用工程施工总承包三级及以上资质；
（4）项目负责人具有市政公用工程专业二级及以上注册建造师执业资格及有效的安全考核证书；
（5）项目负责人在册且无在建记录。
（6）本项目是专门面向中小企业采购。
（7）是否允许联合体响应：不允许。

(c)Specific qualification requirements for this program: (1) Responses to this consultation shall be submitted online. Suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Certificate).
(2) Suppliers shall hold a valid business license and a valid work safety production permit.
(3) Suppliers shall possess Grade 3 or higher general contracting qualification for municipal public engineering construction.
(4) The project manager shall hold a Class 2 or higher Registered Constructor Qualification in municipal public engineering specialty as well as a valid safety assessment certificate.
(5) The project manager shall be on the registered staff list with no ongoing construction project records.
(6) This project is exclusively open to small and medium-sized enterprises for procurement.
