一、 采购条件

本采购项目墨西哥P20-BC1恩塞纳达区域**低电压问题解决项目地形检测服务合同（以下简称“本项目”）建设资金已落实。项目已具备采购条件，现对该项目进行公开谈判采购。

I. Procurement Conditions

The funding for the "Topographic Survey Service Contract for the Southern Low Voltage Problem Solving Project in the P20-BC1 Ensenada Region, Mexico" (hereinafter referred to as "the Project") has been secured. The Project is now ready for procurement, and open negotiation procurement is hereby invited for this Project.

二、 项目概况与采购范围

项目位置： 墨西哥圣廷金市。

分包工程承包范围：

1.变电站场区地形测量：****电站及扩建区域进行平面及高程测量，建立控制点，获取自然地形、道路、排水沟、围栏及现有设备位置，形成数字地形模型（DTM）。

2.钻探点及岩土勘察测量放样；包括根据岩土勘察方案布设钻孔、试坑及原位测试点，测定坐标及高程，并进行现场放样及复测，为钻探施工提供准确定位。

3.地下及地上现状设施测绘：包括测绘现有建筑物、基础、电缆沟、接地网、排水系统、架空线路、地下管线及其他影响施工的设施，为设计提供现状资料。

4.纵横断面及土方计算测量：包括对施工区域进行纵断面、横断面测量，计算场地平整、开挖及回填土方工程量，为变电站设计及施工提供依据。

质量要求： 符合墨西哥验收标准。

II. Project Overview and Scope of Procurement

Project Location: Santinín, Mexico.

Subcontracted Works Scope:

1. Substation site topography survey: This covers plane and elevation surveys of the planned substation and expansion areas, setting up control points, collecting terrain, roads, drainage ditches, fences, and existing equipment locations, and creating a digital terrain model (DTM).

2. Drilling points and geotechnical survey staking: Setting up boreholes, test pits, and in-situ test points according to the geotechnical survey plan, measuring coordinates and elevations, and doing on-site staking and rechecks to give accurate positions for drilling work.

3. Longitudinal and cross-section surveys and earthwork calculations: Carrying out longitudinal and cross-section surveys of the construction area, calculating leveling, excavation, and backfill volumes to support substation design and construction.

4. Mechatronics Installation Engineering: Including installation of concrete poles and/or timber pole structures, assembly of line accessories (vestido), conductor laying and tightening, grounding system construction, etc.

三、 响应人资格要求

响应人应同时满足以下资格条件：

资质要求： 具有独立法人资格

财务要求： 具有良好的财力状况，近三年无亏损。

信誉要求： 未被列入失信被执行人名单；****集团黑名单及禁入供应商名单。

税收要求： 响应人必须为增值税一般纳税人，能开具合法合规的增值税专用发票。

III. Respondent Qualification Requirements

Respondents must meet the following qualification requirements simultaneously:

Certificate Requirements:Possess independent legal person status.

Financial Requirements: Have sound financial standing and have no losses in the past three years.

Reputation Requirements:Not listed as a dishonest executor; not listed on the blacklist or prohibited supplier list of China Power Construction Corporation.

Tax Requirements:Respondents must be general VAT taxpayers and able to issue legal and compliant VAT special invoices.

V. Submission of Response Documents

Submission Method: Electronic response documents shall be uploaded through the China Power Construction Corporation's Sunshine Procurement Website. Late submissions or response documents that do not meet the requirements will not be accepted by the purchaser.
