一、 采购条件

本采购项目墨西哥P20-BC1恩塞纳达区域**低电压问题解决项目迁改施工合同（以下简称“本项目”）建设资金已落实。项目已具备采购条件，现对该项目进行公开谈判采购。

I. Procurement Conditions

The funding for the relocation and construction contract for the Mexico P20-BC1 Ensenada Area Southern Low Voltage Problem Resolution Project (hereinafter referred to as "this Project") has been secured. The Project is now ready for procurement, and open negotiation procurement is hereby invited for this Project.

二、 项目概况与采购范围

项目位置： 墨西哥圣廷金市。

分包工程承包范围：1.电气/机电工程设计：包括临时线路结构定位、机电专业相关工程设计及配套技术服务。

2.土建工程设计：包括临时结构设计、土建专业配套设计及相关技术文件编制。

3.土建施工及测量复核：包括结构放样、地形/测量成果复核、结构定位核查，以及与木结构相关的现场确认工作。

4.机电安装工程：包括混凝土杆和/或木杆结构安装、线路附件装配（vestido）、导线展放与紧线、接地系统施工等。

5.设施拆除与清理：包括既有线路段拆除、临时线路拆除、材料回收及现场清理恢复。

6.材料与设备供应：包括临时线路施工所需材料、构件、金具及相关配套物资供应。

7.通信配套供应：包括通信相关材料及配套设备供应。

质量要求： 符合墨西哥验收标准。

II. Project Overview and Scope of Procurement

Project Location: Santinín, Mexico.

Subcontracted Works Scope:

1. Electrical/Mechatronics Engineering Design: Including temporary line structure location, related mechatronics engineering design, and supporting technical services.

2. Civil Engineering Design: Including temporary structure design, supporting civil engineering design, and preparation of related technical documents.

3. Civil Construction and Survey Verification: Including structural layout, topographic/survey result verification, structural location verification, and on-site confirmation work related to timber structures.

4. Mechatronics Installation Engineering: Including installation of concrete poles and/or timber pole structures, assembly of line accessories (vestido), conductor laying and tightening, grounding system construction, etc.

5. Facility Dismantling and Cleanup: Including dismantling of existing line sections, dismantling of temporary lines, material recycling, and site cleanup and restoration.

6. Material and Equipment Supply: Including the supply of materials, components, hardware, and related supporting materials required for temporary line construction.

7. Communication Supporting Supply: Including the supply of communication-related materials and supporting equipment.

Quality requirements: Meet Mexican acceptance standards.

三、 响应人资格要求

响应人应同时满足以下资格条件：

资质要求： 具有独立法人资格

财务要求： 具有良好的财力状况，近三年无亏损。

信誉要求： 未被列入失信被执行人名单；****集团黑名单及禁入供应商名单。

税收要求： 响应人必须为增值税一般纳税人，能开具合法合规的增值税专用发票。

III. Respondent Qualification Requirements

Respondents must meet the following qualification requirements simultaneously:

Certificate Requirements:Possess independent legal person status.

Financial Requirements: Have sound financial standing and have no losses in the past three years.

Reputation Requirements:Not listed as a dishonest executor; not listed on the blacklist or prohibited supplier list of China Power Construction Corporation.

Tax Requirements:Respondents must be general VAT taxpayers and able to issue legal and compliant VAT special invoices.

V. Submission of Response Documents

Submission Method: Electronic response documents shall be uploaded through the China Power Construction Corporation's Sunshine Procurement Website. Late submissions or response documents that do not meet the requirements will not be accepted by the purchaser.
