1. Inquiry Conditions
The procurement funds for the small construction tools and auxiliary materials for the Nauru Sports Center Assistance Project have been secured, and the procurement of the said tools and materials is now eligible for an open inquiry. We hereby conduct this open inquiry.

2. Project Overview and Inquiry Content
(1) Project Overview: The project is located in Nauru.
(2) Inquiry Content: Small construction tools and auxiliary materials, as detailed in the Material Quotation Schedule.
(3) Place of Delivery: Changshu Port, Jiangsu, China (tentative, subject to further notice from the Project).
(4) Delivery Schedule: In accordance with the procurement requisition plan and project instructions.
(5) Brand and Configuration Requirements: As per the attached list.

3. Qualification Requirements for Bidders
(1) Business Scope: Bidders must be enterprises registered with the State Administration for Industry and Commerce and tax authorities, capable of bearing civil liability independently, and possessing independent legal personality.
(2) Production Capacity: Manufacturers or traders with proven supply capacity and track record.
(3) Financial Capacity: Both manufacturers and agents are permitted to participate. Bidders shall have a certain scale, sound financial standing, and good bank credit.
(4) Quality Assurance Capacity: Bidders shall have adequate quality control capabilities commensurate with the materials to be supplied. The products supplied shall comply with current national and industry standards as well as the technical requirements of the inquiry documents. Preference will be given, under equal conditions, to bidders holding ISO9001 Quality Management System Certification, ISO14001 Environmental Management System Certification, ISO45001 Occupational Health and Safety Management System Certification, or equivalent quality management credentials.
(5) Supply Performance: Bidders shall have a good supply record and provide supporting documentation. Preference will be given to those with experience in similar overseas aid projects.
(6) Performance Credit Requirements: No litigation or arbitration arising from contract fraud or serious violations within the past 3 years.
(7) Joint bids are not accepted.
(8) Entities with the same responsible person or with holding/supervisory relationships shall not participate simultaneously in this inquiry; otherwise, all related bids will be disqualified.
(9) Other Requirements: Quality shall meet or exceed national standards; priority will be given to bidders with faster supply response.

4. Bid Quotation
(1) This inquiry adopts a fixed unit price.
(2) The materials shall be packed in wooden cases, and the packaging cost shall be included in the unit price of the materials.
(3) The Tenderee does not accept any optional quotations, proposals with alternative solutions, or conditional quotations from bidders.
(4) Bidders shall take into account market price fluctuations during the supply period and shall not request price adjustments on that basis thereafter.
(5) If the sum of unit prices differs from the total bid price, the total calculated from the consolidated unit prices shall prevail as the total bid price.

6. Bid Evaluation Method
Lowest evaluated price method (provided that the Project's requirements for equipment configuration, delivery, performance, aftersales service, and performance record are satisfied).
