为整合美的泰国区域多品牌物流**、优化仓网布局、压降全链路物流成本、升级全域履约服务标准，保障美的、东芝、TEKA三大品牌泰国市场供应链稳定高效运作，秉着“公平、公正、开放、透明”的原则引入优质本地化物流**伙伴，现由****对2026年度泰国销售物流仓网整合项目进行公开招标，竭诚欢迎符合资质要求、具备家电行业成熟服务能力的物流服务商踊跃报名投标。
In order to integrate multi-brand logistics resources, optimize warehouse network layout, reduce full-link logistics costs and upgrade national fulfillment service standards for Midea’s Thailand business, so as to ensure stable and efficient supply chain operation of Midea, Toshiba and TEKA brands in Thailand, Midea International Supply Chain Capability Center launches an open tender for the 2026 Thailand Sales Logistics Warehouse Network Integration Project based on the principles of fairness, impartiality, openness and transparency. Qualified logistics service providers with mature home appliance logistics experience are sincerely welcome to participate.

Project Overview
一、项目标的：本次招标为美的泰国销售物流仓网整合全流程服务项目，涵盖泰国全境进口物流、本地工厂入仓、本地工厂直发终端客户运输、标准化仓储运营、全域B2B配送、跨区域仓间调拨、逆向退货售后等一体化综合物流服务（具体服务范围、SLA标准、KPI考核细则以正式招标说明书为准）。
Project Scope: This tender is for Midea Thailand's integrated sales logistics and warehouse network services, covering end-to-end logistics operations across Thailand. The scope includes import logistics, inbound transportation from local factories to warehouses, direct transportation from local factories to end customers, standardized warehouse operations, nationwide B2B distribution, inter-warehouse transfers, and reverse logistics and after-sales returns management. The detailed service scope, SLA standards and KPI assessment rules shall be subject to the official tender document.
二、合同服务期限：本次项目拆分两类服务设置差异化**周期：其中仓储租赁及运营服务采用3+2年**模式，前3年为固定**服务期，对应板块报价有效期与仓储固定合同服务周期保持一致；固定服务期满后，经甲乙双方联合履约评估，达成续签共识的，可签署合同补充协议续签2年。全境运输配套服务**周期为1年，同步实行月度KPI考核、季度履约复盘、年度综合考评机制。
This project sets differentiated cooperation terms for two types of services: the warehouse leasing and operation service adopts a 3+2-year cooperation mode, the first 3 years are the fixed cooperation service period, and the quotation validity period of relevant services is consistent with the fixed contract term. Upon the expiration of the fixed term, if both parties reach a renewal consensus via joint performance evaluation, a supplementary agreement can be signed for a 2-year renewal. The cooperation term of nationwide transportation supporting service is 1 year, which implements monthly KPI assessment, quarterly performance review and annual comprehensive evaluation simultaneously.
三、核心业务内容：本项目全年整体出入库运作量约186万m3，主要包含泰国进口清关及干线入仓运输、本地工厂提货入仓、全流程仓储管理、泰国全境分级时效配送、多仓调拨、终端退货逆向物流、数据合规管理等一体化物流服务。
Core Business Content: The annual overall inbound and outbound operation volume of this project is about 1.86 million cubic meters. The integrated logistics services include Thailand import customs clearance and inbound transportation, local factory pickup and warehousing, full-process warehouse management, nationwide tiered-time distribution in Thailand, multi-warehouse transfer, reverse logistics and data compliance management.
四、招标核心规则：本次招标实行方案前置、先规划后报价、以网定价原则。供应商需结合自身本地**优势与美的泰国业务特性，自主规划、推荐最优仓网布局落地方案，最终明确唯一可落地的最优方案，并以此方案作为本次投标的唯一报价依据。供应商可自主选择开展多套仓网方案对比分析，用于佐证所提交方案的最优性，方案对比为非必要项，不强制提交，无有效最优落地方案、报价无方案支撑的视为无效投标。
Core Tender Principle: This tender follows the principles of solution first, planning before quotation, and pricing based on the optimized warehouse network. Suppliers shall leverage their local resource advantages and Midea Thailand's business characteristics to independently design and recommend the most suitable warehouse network solution.
Each supplier shall identify and submit one final, feasible, and optimal warehouse network solution, which shall serve as the sole basis for the commercial quotation submitted under this tender.
Suppliers may, at their discretion, conduct comparative analyses of multiple warehouse network scenarios to demonstrate the superiority of the proposed solution. Such comparative analyses are optional and are not mandatory for submission.
Any bid submitted without a valid and implementable optimal warehouse network solution, or any commercial quotation that is not supported by a corresponding warehouse network solution, shall be considered non-compliant and invalid.
五、评标计分规则：技术标、价格标分别按100分满分独立打分，最终综合总分=技术得分×40%+价格得分×60%；技术分低于60分直接淘汰。标书代写
Evaluation Rules: The Technical Proposal and Commercial Proposal will each be evaluated independently on a maximum score of 100 points. The final combined score will be calculated as follows: Technical Score × 40% + Commercial Score × 60%. Bidders obtaining a Technical Score below 60 points will be disqualified and will not proceed to the final evaluation.
一、报名材料清单

本次报名所需全部材料以本表格第三列「证明材料」所列内容为准，供应商需完整、逐项筹备并提交对应资料，不得缺项、漏项。本次招标所有报名资质材料均需提供清晰扫描件并加盖投标单位公章，保证资料真实、有效、在有效期内，若存在资料伪造、虚报等弄虚作假行为，将直接取消报名及投标资格，并纳入美的供应商黑名单，终身限制**。
All application documents required for this tender shall be prepared and submitted in accordance with the Supporting Documents listed in the third column of this table. Bidders are required to submit all requested documents in full on an item-by-item basis. Incomplete or missing submissions will not be accepted.
All pre-qualification documents submitted for this tender must be provided as clear scanned copies bearing the official company seal of the bidding entity. Bidders shall ensure that all submitted information is authentic, accurate, valid, and within the applicable validity period.
Any bidder found to have submitted forged, falsified, or misleading documents or information shall be immediately disqualified from the application and bidding process. In addition, the bidder will be placed on Midea's supplier blacklist and permanently prohibited from participating in future business cooperation with Midea
二、通用禁止投标情形
General Ineligible Bidding Situations
1、法定代表人为同****公司，不得同时参与本次招标；
2、存在控股、参股、交叉持股、关联管理关系的企业，不得同时投标；
3、存在其他影响招投标公平公正的关联关系企业，不得同时投标；
4、股东为美的在职员工亲属的供应商不得投标；
5、美的离职5年内Band2及以上职级人员任职供应商股东/管理层/销售岗的，不得投标；
6、法人、股东、业****集团黑名单的供应商，禁止投标。
1. Enterprises with the same legal representative shall not bid simultaneously;
2. Enterprises with holding, shareholding, cross-shareholding or affiliated management relations shall not bid simultaneously;
3. Enterprises with other related relations that may affect bidding fairness are prohibited from bidding;
4. Suppliers whose shareholders are relatives of current Midea employees are ineligible;
5. Suppliers with former Midea Band4 and above staff serving as shareholders, managers or sales staff within 3 years of resignation are ineligible;

3、资质预审 标书发放：招标方审核资质，通过后统一发放全套招标文件、标准模板及业务数据；
4、标前答疑会：组织统一答疑，澄清仓网方案编制逻辑、可选对比规则、报价标准及评标细则；标书代写
5、投标文件编制 递交：供应商结合自身本地**优势与美的泰国业务特性，自主编制、推荐唯一差异化最优仓网落地方案，并以此方案作为唯一报价依据；可自愿补充多方案对比材料佐证方案最优性（方案对比为非必要项，不强制提交），同步完成全链路标准化报价、专项保障方案、物流系统方案编制，按时递交完整投标文件；标书代写
6、现场综合评比、分项评标计分：采用先技术评分、后价格评分的固定评审顺序，所有供应商统一参与现场述标，评审组依据述标及投标方案内容独立完成技术打分（满分100分，60分合格，低于60分直接淘汰）；技术评分核验生效后，启动价格标评审计分（满分100分）；最终综合得分=技术得分×40%+价格得分×60%，按得分排名公示预中标结果；标书代写
7、结果复核 合同签订：完成结果复核确认，发放中标通知书，办理合同签订及项目落地切换工作。

2. Supplier Registration: Suppliers prepare and submit complete sealed qualification documents before the deadline.
3. Qualification Review Document Issuance: The tenderer reviews qualifications and issues full tender documents, standard templates and business data to qualified suppliers.
4. Pre-Tender Q A Meeting: Organize unified Q A to clarify warehouse network solution rules, optional comparison requirements, quotation standards and evaluation details.
5. Bid Document Preparation Submission: Bidders shall independently formulate and recommend the only differentiated and optimal implementable warehouse network solution based on their local resource advantages and Midea’s Thailand business characteristics, which shall serve as the exclusive basis for quotation. Multi-scheme comparison materials can be voluntarily provided to verify solution optimality (optional, not mandatory). Bidders shall complete full-link standardized quotation, special guarantee plans and logistics system plans, and submit complete bid documents on time.
6. On-site Comprehensive Evaluation and Scoring: The evaluation follows a fixed sequence of technical scoring first, then price scoring. All bidders participate in on-site presentation. The evaluation team conducts independent technical scoring (full score: 100 points, passing score: 60 points; bidders with lower scores will be eliminated directly). After the confirmation of valid technical scores, price bid scoring (full score: 100 points) will be conducted. The final comprehensive score is calculated as technical score × 40% + commercial score × 60%, and pre-award results will be ranked and announced on-site.
7. Result Review Contract Signing: Complete result verification, issue the award notice, and finish contract signing and project handover.
