(b****政府采购政策需满足的资格要求：（1）落实预留份额措施，****政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购，评审时小微企业产品均执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will be subject to a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动
（2）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Suppliers who meet the criteria specified in Article 17 of the "Guiding Opinions on Aligning with International High-Standard Trade and Investment Rules to Advance Government Procurement Reform in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not participate in this procurement project.
(2) Subcontracting is not permitted for this project.
