(b****政府采购政策需满足的资格要求：（1）落实预留份额措施，****政府采购中的份额，支持中小企业发展：本项目专门面向中小企业（含中型、小型、微型企业）采购。（2****监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Adopt quota reservation to support SMEs. This procurement is only open to medium, small and micro enterprises.
(2) Prison enterprises and disabled welfare organizations shall be regarded as micro and small enterprises.
(3) Energy-saving and eco-friendly products shall be purchased preferentially under equal technical and service terms in accordance with MOF Circulars Caiku〔2019〕No.18 and No.****. Products marked with "★" on the energy-saving list are mandatory for purchase. Suppliers shall submit valid certificates from state-approved certification bodies to enjoy relevant policies.
(4) Only domestic goods are accepted; imported products are excluded.

(c)本项目的特定资格要求：（1）施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及其以上职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1人。
（2）项目负责人须具有园林绿化工程从业人员项目负责人电子卡，具有园林专业中级及其以上职称，且无在建项目记录。

(c)Specific qualification requirements for this program: (1) Requirements for on-site project management personnel: At least 5 personnel shall be assigned, including 1 garden project person-in-charge (with intermediate or above professional title in landscape architecture), 1 safety officer, 1 quality inspector, 1 material officer, and 1 intermediate landscape greening worker (team leader).
(2) The project person-in-charge shall hold a valid electronic practitioner card for landscape architecture project management, possess an intermediate or above professional title in landscape architecture, and have no ongoing construction project records.

(i)符合《****政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.****.cn), China Government Procurement Network (www.****.cn) ;
