5.1 The bidder shall possess the relevant qualifications, similar project experience, and the capability to perform the works under this procurement.

5.2 The bidder shall be an independent legal entity duly registered in the People's Republic of China, with the legal capacity to independently assume civil liabilities.

5.3 The bidder shall have a sound financial management and accounting system, together with a healthy financial position.

5.4 The bidder shall have no record of fraudulent bidding, serious breach of contract, or other major violations of laws and regulations within the past three (3) years.

5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with the law.

5.6 The bidder shall possess the equipment and professional technical capabilities necessary for contract performance.

5.7 Within the past three (3) years prior to participation in this procurement, the bidder shall not have been listed as a dishonest judgment debtor (blacklisted entity). Where a consortium is permitted, all consortium members must satisfy this requirement.

5.8 Consortium bids are NOT accepted for this procurement.

Interested bidders may download the electronic procurement documents from the Inspur E-Procurement Platform during the period from 11:00 (Beijing Time), 16 July 2026 to 09:30 (Beijing Time), 20 July 2026.

7.1 The deadline for submission of quotation documents is 09:30 (Beijing Time), 20 July 2026. Bidders shall submit their electronic quotation documents through the Inspur E-Procurement Platform before the submission deadline.

7.2 Quotation documents submitted after the deadline will not be accepted by the electronic procurement platform.

7.3 The quotation opening will be conducted online at 09:30 (Beijing Time), 20 July 2026. Bidders shall participate in the online quotation opening and complete online check-in on time. Failure to check in shall be deemed as acceptance of the quotation opening record, and any subsequent objection will not be accepted.
